The consultant responsibilities will be to:
- Develop and prepare the Baseline Early Grade Math Assessment schedule and plan, by consulting with the ChildFund Cambodia field team and the KAFDOC team responsible for project KH01-093 at Chhloung district, Kratie province;
- Review relevant secondary data and available documents associated with the project outcome 1
- Develop data collection tools using EGMA standardization in line with the project outcome indicators;
- The consultant conducts participatory approach with ChildFund staff/NGO partner KAFDOC team as well as DOE/POE officials and school staff to ensure shared ownership of the assessment process.
- Submit the developed tools to ChildFund Cambodia and the KAFDOC team for review and comments;
- Data collection tools will be prepared, piloted, and tested before data collection.
- Clearly show the data presentation, analysis, and interpretation approaches of Baseline Early Grade Math Assessment
- Consultant presents findings to ChildFund Cambodia and the KAFDOC team for discussion and feedback (third week of June 2026);
- An English summary of the findings based on the raw data must be provided. (Excel or Word format). All data, both soft and hard copies, included notes, records, photos, and an attendance list that can be used as an endorsement for the work done by ChildFund Cambodia.
- Cover all field costs with the consultancy fee.
Selection Criteria for Consultant
- A minimum of Master of Education as well as primary education knowledge/skill, in Cambodia’s context; including Gender Equality, disability, and social inclusion (GEDSI);
- Excellent understanding and experience of community concepts in education, youth and children's development, and gender, especially for EGMA;
- High-quality presentation and reporting skills;
- Proven experience in conducting quality baseline and end-line evaluations in education (early grade math assessment, grades 1-3);
- Thorough knowledge and experience of Education programming in Cambodia is preferred;
- Experience in conducting both quantitative and qualitative research, as well as standard EGMA methodology;
- A high level of fluency in spoken and written English is essential; local language skills are desirable but not compulsory;
- Cover letter and CV (maximum 3 pages, with references) of each person who would be involved in this baseline study;
- Company profile(s) and documentation of legal status and registration as a Company;
- Technical proposal (maximum 6 pages), including the end evaluation questions, methodologies, and proposed schedule;
- Experiencing on fields works and practical way of working with rural communities’ context where many issues are still struggling, including education barriers; and
- Financial Proposal: The financial proposal should provide cost estimates for services rendered including daily consultancy fees (detail of number of working day). The consultant has to cover all field related costs (i.e: accommodation, materials, per diem and transportation to the field to collect data, food and other related costs).
