The Metropolitan District Commission (MDC) provides quality water supply, water pollution control, mapping, and household hazardous waste collection to eight member municipalities: Bloomfield, East Hartford, Hartford, Newington, Rocky Hill, West Hartford, Wethersfield and Windsor. Additionally, the MDC provides drinking water to portions of Farmington, Glastonbury, East Granby and South Windsor, known as the MDC's non-member towns.
DESCRIPTION OF DUTIES:
This is responsible vehicle and equipment maintenance crew leader work involving the repair of a wide variety of vehicles and rolling and stationary equipment and the oversight of repair work by mechanics.
Work involves responsibility for safe, effective and timely repairs to a wide variety of vehicles and equipment. Duties include repairing heavy equipment, tractor-trailer trucks, a variety of other trucks, automobiles, and power tools and equipment, and overseeing such repairs by mechanics. This position also has the responsibility for making very difficult vehicle and equipment maintenance technical decisions. This work requires that the employee have considerable knowledge, skill and ability in repairing and overhauling all types of vehicles and equipment and in overseeing repair operations.
EXAMPLES OF DUTIES:
- Performs all repairs and overhauls, including the most difficult, on all District vehicles and rolling and stationary equipment, as necessary.
- Identifies vehicle and equipment malfunctions and determines corrective actions to be taken through tests. Tests vehicles and equipment after repairs.
- Assigns, oversees and corrects the work of a small work crew in vehicle and equipment maintenance and repair.
- Maintains a comprehensive emission-testing program. Maintains records of testing and repairs. Oversees the calibration and repairs to the emission analyzer.
- Fills out forms on completed work assignments.
- Demonstrates work procedures. Cites work rules violations. Assures safe work practices. Assists in evaluating subordinate performance. Performs work in a safe manner under sometimes adverse field conditions, excavations and plants.
- Coordinates activities on a short-term basis to assure personnel, materials and equipment necessary for assignments.
- Performs related work as required.
KNOWLEDGE, SKILLS AND ABILITIES:
- Considerable knowledge of vehicle and equipment overhaul and repair methods, equipment and materials.
- Some knowledge of public administration principles and practices as applied to crew operations reporting.
- Considerable skill in the use of mechanic's tools and special diagnostic equipment and tools.
- Good ability to communicate orally and to lead a work crew; some writing ability.
- Good ability to make operational decisions within established procedures, to complete routine forms and to utilize service manuals.
- Good ability to oversee the activities of an assigned work crew.
- Considerable ability to establish and maintain effective working relationships with coworkers, vendors and contractors.
QUALIFICATIONS:
A high school diploma or the equivalent plus six years of progressively responsible vehicle and equipment maintenance experience including at least some experience in a lead capacity, or an equivalent combination of education and qualifying experience substituting on a year-for-year basis. Must have a valid Commercial Driver's License sub-classification "A" or "B" with air brake endorsement, as necessary.
PERTINENT DETAILS:
A regular position open to all District employees. Per Section 5.1 employee applicants must have completed one (1) year service from date of employment to be eligible to apply. A screening of all applicants will be made by the Human Resources Department. Only candidates who meet the minimum screening requirements as set forth in Article 7 will be considered for point scoring. Per Article 7.3b2 of the Bargaining Unit Agreement an eligibility listing will be established. Only those qualified will be placed on the listing. As part of the screening process, applicants will be required to take a practical examination. Candidates must pass the practical examination to be considered for point evaluation by supervision.
