Job Description:

The selected candidate will serve as a Senior Power Platform Developer supporting the Army Futures and Concepts Command (FCC). This role is responsible for designing, developing, and sustaining a modernized, authoritative data‑analytics environment using Microsoft Power Platform and Azure cloud tools.

The Developer will design automated workflows, pipelines, and validation processes that reduce manual workload, increase data accuracy, and support repeatable, defensible Program Objective Memorandum (POM) analysis which is a critical part of the Department's Programming, Planning, Budget and Execution (PPBE) lifecycle.

The developer will collaborate with analysts, business stakeholders, Information Technology (IT) Specialists, and Subject Matter Experts to consolidate multiple POM related data sources, build automated Extract, Transform, Load (ETL) pipelines, establish enterprise‑aligned data models, and develop analytical dashboards that increase precision, traceability, and decision‑making capability across FCC's POM activities.

While this position focuses on Non‑classified Internet Protocol Router (NIPR) Network development, the developer may support planning or coordination activities associated with FCC's future Secret Internet Protocol Router (SIPR) Network migration.

Duties will include:

• Lead the full application lifecycle, including requirements collection, data‑source identification, data‑architecture design, automated ETL development, data modeling, validation, and visualization.
• Design and implement automated, scalable ETL pipelines from authoritative systems (e.g., Command Programming and Budget Execution Tool (CProbe), General Fund Enterprise Business System (GFEBS), Integrated Personnel and Pay System – Army (IPPS‑A)) and local repositories into a unified, standardized data model.
• Build and standardize Power Platform data models tailored to Program Objective Memorandum (POM) appropriations (i.e., Operation and Maintenance, Army (OMA); Other Procurement, Army (OPA); and Research, Development, Test, and Evaluation (RDT&E)) aligned with Army Transformation Initiative (ATI) programming rules.
• Develop modern Power BI dashboards and analytical tools that support POM analysis, including role‑specific views, Transformation and Training Command (T2COM) Command Requirement Application (T2CRA) supporting visuals, comparison functions, drill‑downs, traceability features, and automated data insights.
• Establish and automate business rules, data‑validation logic, scheduled refreshes, and repeatable workflows to ensure consistent accuracy, reliability, and defensibility of FCC's POM submissions.
• Analyze existing manual workflows and identify opportunities to replace them with automated processes that reduce workload, increase efficiency, and expand analytic capacity.
• Collaborate closely with FCC stakeholders to translate complex operational and fiscal data requirements into automated, repeatable data‑analytic tools and processes.
• Develop clear documentation describing architecture, workflows, automation logic, and sustainment procedures to support long‑term scalability without inheriting legacy technical debt.
• Provide ongoing sustainment and support, including issue troubleshooting, automated data‑quality monitoring, system‑performance tuning, and continuous environment optimization to maintain dashboard accuracy and operational readiness.

Position Requirements:

• U.S. Citizenship.
• Must possess or be able to obtain a Secret clearance.
• MA/MS degree in related filed (e.g., Data Science, Computer Science, Information Systems, etc.).
• 10+ years of relevant experience, preferably in enterprise data development, cloud architecture, or large‑scale analytics.
• Demonstrated experience with Microsoft Power Platform, Azure services, and cloud‑based data engineering practices.
• Strong understanding of data management, data architecture, ETL pipelines, and modern dimensional modeling techniques.
• Experience developing robust data models and business logic for complex, multi‑domain environments.
• Ability to document requirements, develop technical specifications, and collaborate with functional and technical teams.

Preferred Qualifications:

• Current Secret Clearance
• Experience supporting Army organizations or Department of Defense (DoD) analytic or programming environments.
• Familiarity with POM processes and appropriations, including OMA, OPA, RDT&E.
• Experience integrating authoritative Army data systems such as CProbe, Vantage, IPPS‑A, GFEBS.
• Demonstrated ability to design automated workflows, data pipelines, and repeatable processes within Microsoft Power Platform or comparable enterprise data‑engineering tools.
• Ability to translate analytical and operational requirements into scalable data strategies and automated technical solutions.
• Skilled in developing decision‑support dashboards that enhance data precision, traceability, defensibility, and support T2CRA requirement development.
