The purpose of this consultancy is to conduct a comprehensive assessment of the legal, institutional, governance, procedural, and technical conditions required to establish interoperability between administrative data systems and registries across the education, employment, social welfare, child protection, health, and related sectors in Montenegro.

Requirements
~1 min readMaster’s degree in Data Management, Digital Governance, Public Administration, Social Sciences, or other relevant fields
• Strong analytical, facilitation, and report-writing skills;
• Knowledge of the context of Montenegro in particular legal and institutional framework relevant to administrative data exchange, interoperability and public administration will be considered as an advantage
• Previous experience in the Western Balkans or SouthEast Europe is an asset.
• Previous experience of collaboration with the UN/UNICEF is an asset.
• Advanced knowledge of English language;
• Knowledge of regional languages, including Montenegrin, Serbian, Bosnian and/or Croatian, is considered an asset for the International Consultant

2. Proposed methodology – A document of at least 5 pages outlining the approach to the task and steps required. Broad instructions for supporting local consultants would be an asset.
