The TA II/Service Delivery will provide technical advice, guidance, and support strengthening program design and implementation with a focus on strengthening community and facility based health networks providing integrated HIV, TB, malaria, MCH, and nutrition services in line with CRS program quality principles and standards, donor guidelines, and industry best practices. Working in collaboration with the Liberia team, the TA II/Service Delivery will support implementing partners and quality, integrated services. Your role will focus on service quality, integration, supervision, and operational readiness across HIV, tuberculosis, malaria, maternal, newborn, and child health, nutrition and mental health & psychosocial support services. Your technical knowledge, advice, and guidance will contribute to improved access, quality, and continuity of care and will support readiness for transition to local ownership and sustainability.

 

Responsibilities

  • Provide technical advice, guidance, and support to strengthen integrated health service delivery for implementing partners and government counterparts in line with CRS program quality standards, national policies, and donor requirements. Support the application of service delivery approaches across HIV, TB, malaria, MNCH, nutrition and other priority health services.
  • Support implementing partners and government counterparts in strengthening planning, implementation, and monitoring of integrated service delivery models across hub facilities, spoke facilities, and community posts. 
  • Support facilities and district structures to strengthen quality of care, respectful care practices, infection prevention, referral systems, and continuity of services across the care cascade. Provide technical assistance in line with established standards and guidance, supporting improvements in access, quality, and coverage.
  • Provide technical assistance strengthening supervision systems, including joint supervision with district health management teams, routine performance reviews, and followup on agreed corrective actions related to service delivery.
  • Support alignment of faithbased and communitysupported facilities with Ministry of Health service delivery standards, guidelines, and reporting requirements, in coordination with relevant government structures.
  • Advice project teams on integrating donor and government service delivery priorities and requirements into CRS program approaches and workplans.
  • Strengthen the capacity of CP staff and implementing partners through development of learning agendas, trainings, mentoring, and coaching related to service delivery and quality improvement.
  • Contribute to knowledge management and learning by supporting analysis of routine program data, documenting lessons learned, and sharing best practices related to integrated service delivery.
  • Work closely with monitoring, evaluation, accountability, and learning colleagues and coordinate with Data systems integration, Health Systems Strengthening, and Transition teams to ensure service delivery is informed by data use, systems strengthening, and transition planning.

 

  • Demonstrated application of technical principles related to health service delivery and quality improvement.
  • General knowledge of related disciplines to ensure a crosssectoral approach.
  • Proficiency in Microsoft Office applications, webconferencing tools, and informationmanagement systems.
  • Experience in mentoring, coaching, facilitation, and training using adult learning principles.
  • Experience with program monitoring, learning, and use of routine data to inform service improvement.
  • Strong relationshipmanagement, analytical, and problemsolving skills.
  • Strong written and oral communication skills.

Requirements

  • Bachelor’s Degree in public health, medicine, nursing, health systems, or a related field.
  • Minimum of 8 years of relevant professional experience with progressive responsibility in advisory or technical roles related to health service delivery.
  • Experience providing technical assistance and supporting facility or districtlevel service delivery in lowresource settings.
  • Master’s Degree in a related field.
  • Experience with integrated HIV, TB, Malaria, MNCH, Nutrition or primary health care service delivery models.
  • Experience supporting quality improvement or respectful care initiatives.
