This position as a Senior Operations Strategy Lead supports Air Force Civil Engineering Directorate (A4C). This person will develop, coordinate and implement enterprise-wide Civil Engineer Operations Flight policy, guidance, and strategic initiatives. Analyzes operational challenges affecting installation infrastructure, maintenance, utilities, and readiness programs; develops policy recommendations; coordinates actions across Headquarters Department of the Air Force (DAF), MAJCOMs, FIELDCOMs, AFIMSC, AFCEC, and installation-level stakeholders; and prepares staff packages, executive correspondence, briefing materials, and decision documents for senior leaders. Monitors compliance with CE Operations directives, evaluates policy impacts on mission readiness and resource requirements, and supports modernization efforts to improve installation sustainment, resilience, and operational effectiveness across the Department of the Air Force. 

This role is centered around the delivery of business transformation and strategy/policy implementation for AF/A4CF Operations, linking future enterprise strategies to current operations as well as tackling strategic initiatives to support operations flight activities in the A4C strategic plan.

Responsibilities

  • Coordinate, consolidate, develop, and maintain Civil Engineer Operations governance and programmatic documents (e.g., DAFIs, DAFMANs, Unified Facilities Criteria (UFC), engineering standards, design criteria, policies, procedures, implementation guidance, and associated waiver processes); action plan recommendations; executive taskers; inquiry responses; issue resolution action plans; and other decision-ready products under AF/A4C program management oversight.
  • Provide detailed updates to leadership and stakeholders by participating in and facilitating meetings, governance forums, technical reviews, and working groups; coordinating, consolidating, developing, and delivering associated briefing materials, slides, after-action reports, executive summaries, and meeting minutes; and integrating stakeholder feedback into enterprise Civil Engineer Operations initiatives and decisions.
  • Coordinate and collaborate with Government personnel, Headquarters AF, MAJCOMs, FIELDCOMs, AFCEC, AFIMSC, installations, and other DoW stakeholders in the development, implementation, and execution of Civil Engineer Operations strategy, policy, governance, guidance, engineering standards, modernization initiatives, and programmatic criteria. Facilitate cross-functional coordination to resolve enterprise issues, integrate stakeholder requirements, and support enterprise decision-making.
  • Perform Operations program analysis and generate trend analyses, compliance assessments, performance measures, requirements analyses, briefing materials, executive correspondence, and reports. Support the planning, development, oversight, and execution of Operations programs and modernization initiatives, including but not limited to appropriated fund programs, non-appropriated fund programs, Defense Logistics Agency-administered programs, energy-related programs, overseas contingency operations policy, Condition-Based Maintenance (CBM), infrastructure condition assessments, Enterprise Sustainment Management System (ESMS), NexGen IT, TRIRIGA, CE equipment and vehicle modernization and advocacy efforts, and other initiatives supporting installation readiness, sustainment, resilience, and operational effectiveness.
  • Integrate and synthesize complex enterprise issues across Headquarters DAF, MAJCOMs, FIELDCOMs, AFCEC, AFIMSC, installations, and external stakeholders, translating operational, logistical, technical, and strategic inputs into decision-ready recommendations. Coordinate governance activities, engineering standards implementation, and modernization efforts to ensure alignment with enterprise Civil Engineer priorities and mission requirements.
  • Develop and maintain Plans of Action and Milestones (POA&Ms) to implement A4C Strategic Implementation plan objectives related to Civil Engineer Operations functions. Translate strategic goals into executable tasks, milestones, performance measures, and resource requirements; coordinate actions with MAJCOMs, FIELDCOMs, AFCEC, AFIMSC, and installation stakeholders; identify risks and barriers to execution; and provide status updates, briefing materials, and recommendations to senior leadership to ensure timely achievement of enterprise Civil Engineer operational priorities.
  • Bachelor’s Degree from an accredited university and fifteen (15) or more years of experience supporting large scale government programs.
  • Retired/Separated Air Force member
  • Knowledge of Civil Engineer Operations programs, infrastructure management, and installation sustainment principles
  • Knowledge of AF CE installation-level organizational construct, including roles, responsibilities, and relationships of the sub-organizations, as well as relationships with external installation-level stakeholders
  • Demonstrated ability to analyze legislative direction, DoD policies, and organizational processes, and to develop practical improvements and solutions
  • Proven ability to lead cross-functional teams, facilitate stakeholder coordination, and build consensus across multiple organizations, serving as a trusted advisor to clients and partners
  • Able to grasp and competently apply policy for project requirements definition, programming, and execution
  • Excellent written and verbal communication skills
  • Analytical, communication, problem solving, and time management skills
  • Strategy and policy development experience
  • Secret clearance required.
  • Must be proficient in English, both written and verbal, to ensure effective communication and collaboration.
  • Successful results of preemployment screenings, including federal background check, MVR, and drug screen.
  • Comply with company drug and alcohol policy.
  • Be authorized to work in the US or will be authorized by the successful candidate’s start date.
  • Ability to produce concise, decision ready-written products (e.g., talking points, decision memos, briefing slides) for GO/SES audiences
  • Able to self-teach new technical and non-technical concepts
  • Familiarity with Enterprise Sustainment Management System (ESMS), NexGen IT, TRIRIGA, BUILDER, or similar enterprise asset management systems
  • Knowledge of Civil Engineer equipment and vehicle validation and advocacy processes.
  • Experience working with Joint Staff, OSW, Combatant Commands, or interagency partners
  • Experience collaborating with Headquarters Air Force Civil Engineer organizations, AFCEC, AFIMSC, MAJCOMs, and other DoW stakeholders to analyze organizational challenges, develop strategic solutions, and implement enterprise process improvements and governance initiatives
  • Experience in analyzing processes through modeling and simulation tools and to employ process improvement reengineering methodologies and principles
  • Disaster Response & Recovery orchestration
