The Master Planning Manager is responsible for developing, updating, and safeguarding the long-term Airport Master Plan, ensuring the strategic layout, land-use planning, and capacity projections (passenger, cargo, and aircraft movements) align with a 20-to-30-year growth vision. The role defines the functional requirements for airside infrastructure (runway/taxiway systems, apron layouts) and landside facilities (terminal processing areas, ground access networks) in absolute compliance with ICAO, EASA, and IATA standards. The Master Planning Manager audits PMC and EPC designs to ensure that current construction execution does not compromise future airport expansion phases, airport phasing strategies, or obstacle limitation surfaces (OLS).
Responsibilities
~1 min read- Develop, update, and safeguard the long-term Airport Master Plan, covering strategic layout, land-use planning, and phased development scenarios.
- Define and maintain capacity projections for passengers, cargo, and aircraft movements aligned with a 20-to-30-year growth vision.
- Establish and govern master planning principles ensuring long-term coherence across airside, landside, terminal, and cargo facilities.
Requirements

- Define functional requirements for landside facilities, including terminal processing areas and ground access networks.
- Ensure all functional requirements are developed in absolute compliance with ICAO, EASA, and IATA standards.
- Bachelor's and/or Master's degree in Architecture or Civil Engineering.
- Audit PMC and EPC Contractor designs to ensure current construction execution does not compromise future airport expansion phases.
- Review designs against airport phasing strategies and obstacle limitation surfaces (OLS) requirements.
- Coordinate with architectural, structural, and technical design leads to protect long-term master planning integrity.
- Model and validate passenger flows, airfield traffic, and airspace capacity using airport capacity and simulation software (e.g. CAST, AirTOP, or TAAM).
- Conduct aircraft turn simulations and gate geometry analysis using AutoCAD/AviPLAN (or AeroTURN).
- Use GIS tools for land-use mapping and flight path terrain analysis to support master planning decisions.
- Support the SPV's engagement with civil aviation authorities, shareholders, and regulators on master planning matters.
- Represent master planning considerations in design review boards and executive presentations.
- Coordinate with design and construction teams on BIM-based model reviews where master plan compliance is assessed (familiarity with Revit, Navisworks Manage, BIM 360/Autodesk Construction Cloud, and Tekla Structures an advantage).
- 15+ years in aviation planning, airport consulting, or strategic airport master planning.
- Minimum 8+ years leading a comprehensive master planning department for major international airport hubs.
- Proven track record of delivering at least two approved Airport Master Plan documents for civil aviation authorities.
- At least one completed mega-scale infrastructure project (Airport, Metro, or High-Speed Rail Station).
- Expert level in airport capacity and simulation software such as CAST, AirTOP, or TAAM for modelling passenger flows, airspace, and airfield traffic.
- Proficient in AutoCAD/AviPLAN (or AeroTURN) for aircraft turn simulations and gate geometry.
- Familiar with GIS (Geographic Information Systems) for land-use mapping and flight path terrain analysis.
- Expert level in Autodesk Revit and Navisworks Manage.
- Proficient in BIM 360 / Autodesk Construction Cloud (CDE).
- Familiar with Tekla Structures, AutoCAD, and asset management integration tools.
- Strategic thinker able to balance immediate project delivery against long-term flexibility and growth.
- Credible senior-stakeholder partner able to influence designers, contractors, regulators, and shareholder technical teams.
- Rigorous, detail-oriented approach to design audit and compliance with ICAO, EASA, and IATA standards.
- Fluent English required, Russian or Uzbek an advantage.
- Airport Master Plan approved and adopted as the controlling long-term reference for all phases of development.
- PMC and EPC designs audited with no unresolved conflicts against future expansion phases or obstacle limitation surfaces.
- Capacity projections and phasing strategy validated and protected ahead of airport opening in 2030.
