The People & Culture Manager leads the day-to-day people function for a 100-person behavioral health services organization, balancing hands-on human-centric business operations with practical, people-first strategy. This role embodies the traditional administrative HR role with a strategic eye on the employee experience, engagement and workplace community.  This role functions as  both builder and operator: it keeps hiring, onboarding, payroll coordination, County, State and Federal regulatory compliance, and employee relations running cleanly, while advancing engagement, retention, and manager capability across our current and future markets. The right person is organized and detail-driven, comfortable managing gray areas, and able to move between strategic thinking and administrative execution in a fast-paced environment.  The ideal People & Culture Manager partners with the senior leadership team to ensure business strategies reflect the core company values.

Responsibilities

  • Partner with leadership on HR priorities, providing practical recommendations on people-related issues.
  • Support engagement and retention efforts — listening sessions, engagement surveys, team-building, and turnover analysis — and translate findings into action.
  • Lead talent acquisition and workforce planning: manage the recruitment process, coordinate hiring needs across markets, and build a candidate pipeline.
  • Coordinate employee development, training, and performance management, including goal-setting and career-development support.
  • Administer compensation and benefits programs day-to-day, keeping pay practices consistent and aligned with approved ranges.
  • Support the merit and pay-adjustment process by generating letters from the approved template, keeping rationale and terms consistent across affected staff.
  • Support compliance with labor laws and regulations and help manage HR-related risk to the organization.
  • Promote a fair, inclusive workplace where employees feel valued and engaged.
  • Resolve employee-relations issues and keep HR practices consistent across all sites.
  • Maintain HR metrics and reporting to show how people programs are performing.
  • Support change-management and organizational-development efforts as needed.
  • Manage all approved staff vacancies. Post open positions to job boards and internal channels, and keep postings current through the hiring cycle.
  • Complete payroll coordination: submit the completed payroll file the Tuesday after payday.
  • Partner with payroll to enter employee information into the system (new hires, changes, and pay updates) accurately and on schedule.
  • Interview potential staff and conduct portions of new-hire orientation covering administrative functions and processes.
  • Onboard new staff: create email addresses, submit background-check requests, download primary-source verifications for licenses, and obtain proof of schooling.
  • Schedule orientation trainings (including RELIAS and Nurturing Parenting classes) for each new hire and coordinate with trainers in Houston and Dallas.
  • Manage and audit HR charts: maintain information in BambooHR, request documents, and conduct quarterly HR-chart audits.
  • Route employee grievances to the appropriate leadership team member. Facilitate investigations as needed
  • Ensure PTO requests reach the Corporate HR Department so hours are deducted within Paychex.
  • Produce the employee newsletter: gather content, coordinate contributions, and distribute on a regular cadence.
  • Assist with administrative functions in the Outreach Department and other duties within the scope of the position.

Requirements

  • Bachelor's degree in Human Resources, Business Administration, or a related field; HR certification (e.g., PHR or SHRM-CP) preferred.
  • 5+ years of progressive HR experience, including generalist and some lead or supervisory responsibility.
  • Working knowledge of Texas and federal labor law, employment-equity regulations, and HR best practices.
  • Efficient HR administration and people-management skills, with excellent record-keeping.
  • Experience with HRIS and HR systems (e.g., ADP Workforce Now, BambooHR) and strong MS Office / email proficiency.
  • Excellent written and verbal communication skills, with the ability to build relationships at all levels. Being bilingual (Spanish and English) is a plus.
  • Strong organizational, conflict-management, decision-making, and problem-solving skills.
  • Works comfortably under pressure, meets tight deadlines, and maintains meticulous attention to detail.
  • Demonstrated commitment to fairness, equity, and inclusion.
