The O&M / Asset Management Specialist is responsible for supporting the planning, operation, maintenance, and long-term management of infrastructure assets. The position focuses on asset performance optimization, lifecycle management, maintenance planning, operational efficiency, and sustainability of infrastructure systems throughout their service life.

The specialist contributes to the development of operation and maintenance (O&M) strategies, asset management frameworks, lifecycle cost assessments, and sustainable infrastructure management practices.

The O&M / Asset Management Specialist reports directly to the Project Manager, Infrastructure Manager, or Lead Infrastructure Consultant.

The position holder should possess knowledge of:

• Infrastructure asset management principles.
• Operations and maintenance management.
• Asset lifecycle management.
• Reliability-centered maintenance (RCM).
• Preventive and predictive maintenance systems.
• Infrastructure performance monitoring.
• Lifecycle cost analysis (LCCA).

• Bachelor's or Master's degree in Civil Engineering, Infrastructure Engineering, Asset Management, Mechanical Engineering, Water Engineering, or a related discipline.

• Minimum 5 years of experience in infrastructure operations and maintenance, asset management, or infrastructure project delivery.
• Experience with infrastructure assets such as roads, water supply systems, wastewater infrastructure, irrigation systems, buildings, utility networks, or transportation facilities.
• Experience in developing maintenance strategies and asset management plans is preferred.

• Minimum 5 years of experience in infrastructure operations and maintenance, asset management, or infrastructure project delivery.
• Experience with infrastructure assets such as roads, water supply systems, wastewater infrastructure, irrigation systems, buildings, utility networks, or transportation facilities.
• Experience in developing maintenance strategies and asset management plans is preferred.

• Proficiency in Microsoft Office applications.
• Experience with asset management systems and maintenance management software.
• Familiarity with lifecycle cost analysis and asset performance monitoring.
• Good command of English.

1. Develop and review operation and maintenance (O&M) strategies for infrastructure assets.
2. Prepare O&M plans, manuals, procedures, and operational guidelines.
3. Assess operational requirements and resource needs for infrastructure facilities.
4. Evaluate maintenance practices and recommend improvements.
5. Support implementation of preventive and predictive maintenance programs.
6. Monitor operational performance and service reliability of infrastructure assets.

1. Develop asset management frameworks and asset management plans.
2. Establish asset inventories and asset registers.
3. Assess asset condition, performance, and remaining useful life.
4. Develop asset renewal, replacement, and rehabilitation strategies.
5. Support implementation of asset lifecycle management approaches.
6. Assist asset owners in improving long-term asset performance.

1. Conduct lifecycle cost analysis (LCCA).
2. Evaluate long-term operational and maintenance costs.
3. Identify opportunities to improve efficiency and reduce life-cycle costs.
4. Assess sustainability and resilience of infrastructure assets.
5. Recommend measures to improve long-term infrastructure sustainability.
6. Support climate resilience and infrastructure adaptation initiatives.

2. Develop risk mitigation and contingency measures.
3. Analyze potential operational failures and service disruptions.
4. Support business continuity and emergency response planning.

1. Participate in infrastructure condition assessments and technical audits.
2. Conduct gap analyses and identify improvement opportunities.
3. Review technical documentation and maintenance records.
4. Support asset performance evaluations and benchmarking studies.

1. Provide O&M and asset management inputs to feasibility studies and master plans.
2. Participate in multidisciplinary project teams.
3. Support clients in developing asset management strategies and institutional arrangements.
4. Assist in preparation of technical reports and project deliverables.
