Responsibilities

  1. Delivery Architecture & Execution
  • Infrastructure Ownership:Serve as the primary administrator and architect of the China product delivery ecosystem. You will configure, maintain, and groom Jira projects, ensuring workflows, automation rules, and dashboards reflect real-time ground truth.   
  • Hybrid Methodology Governance:Design and execute a delivery framework that integrates Global Agile cadences with Local Waterfall/Structured release windows. You must determine when to enforce rigid schedules for agency assurance and when to pivot to agile swarming to resolve critical blockers.
  • Hands-On Vendor Management:Act as the singular point of control for external managed service vendors and development partners. Drive daily stand-ups, manage sprint velocity, and personally validate that vendor output meets the technical specifications defined by the Product Owners.   
  1. Operational Control & Risk Engineering
  • The "Control Tower":Maintain a holistic, real-time view of the entire project portfolio. You are expected to know the status, risk level, and critical path of every initiative (Discover, Plan, Activate) in detail, capable of reporting to the MD immediately without needing to consult subordinates.
  • Proactive Risk Mitigation:Identify technical and regulatory risks (e.g., PIPL compliance, API deprecations) weeks in advance. Personally chase down resolutions across Legal, IT, and Global Engineering to ensure the critical path remains clear.
  1. Stakeholder & Commercial Translation
  • Global-Local Bridging:Translate complex technical constraints from Global Product teams into clear, commercially operational language for local Agency Leaders.
  • Executive Reporting:Transform raw Jira data into high-level executive narratives using advanced Excel and PowerPoint, providing leadership with clear visibility into resource allocation and delivery health.

Requirements

  • Professional Experience:10+ years in Project/Program Management, with a mandatory background in Technology/SaaS product delivery. Experience in AdTech or MarTech  companies ideal.
  • Hard Skills – Tools:
    • Jira Expert:Must possess "Admin-level" proficiency (e.g., ability to configure custom workflows, schemes, advanced roadmaps, and automation rules). This is a hands-on requirement.
    • Microsoft Office Mastery:Advanced Excel (Pivot Tables, VLOOKUP, conditional formatting for resource modeling) and PowerPoint (executive storytelling) are required.
  • Methodologies:
    • Deep practical experience in Agile/ScrumAND Structured/Waterfall
    • PMPor Prince2 certification is highly preferred.
    • Scrum Mastercertification is a strong plus.
  • Core Competencies:
    • Execution Focus:A proven "doer" who thrives without a support staff.
    • Bilingual Fluency:Native/Fluent Mandarin and Professional English are essential for managing global-local dependencies.
