ABSC is seeking a Strategic Communications Manager to join our team supporting the Air Force National Capital Region (AFNCR) Information Technology Services (ITS2) program. This position supports the 844th Communications Group (844 CG) and Air Force District of Washington (AFDW) mission by developing and executing strategic communications that strengthen enterprise IT operations, improve customer awareness and engagement, and provide senior Air Force leaders with clear, timely, and actionable information.
The Strategic Communications Manager will work closely with Government leadership, Base Communications Squadrons, mission partners, and technical teams across Joint Base Andrews (JBA), Joint Base Anacostia-Bolling (JBAB), and the Pentagon. The role supports both strategic and operational communications, including executive-level briefings, customer communications, service notifications, mission messaging, and continuous improvement of AFNCR IT services.
Responsibilities
~2 min readAs the Strategic Communications Manager, you will:
- →Develop and maintain the strategic communications plan for the 844th Communications Group, aligned with Air Force District of Washington goals and priorities.
- →Develop and implement communication strategies supporting 844 CG operational and policy objectives.
- →Coordinate messaging across squadrons, installations, organizations, and departments to ensure consistent internal and external communications.
- →Advise Government and senior leadership on communication best practices, strategic messaging, and stakeholder engagement.
- →Align 844 CG communications activities with broader Department of the Air Force information technology goals and military strategies.
- →Establish a strong on-site presence with Base Communications Squadrons and engage with unit leadership to identify emerging mission impacts, communicate AFNCR ITS capabilities, and strengthen customer relationships.
- →Guide and support 844 CG and squadron commanders in developing executive tours, mission briefings, presentations, flyers, and other communications for distinguished visitors and senior leaders.
- →Develop executive-level communications and decision-support products for General Officers, Senior Executive Service personnel, and senior AFNCR and Secretary of the Air Force leadership.

- →Provide strategic communications counsel supporting high-visibility AFNCR IT operations and leadership decision-making.
- →Facilitate information and operational exchange between the 844th Communications Group, operational squadrons, Headquarters Air Force, the 89th Airlift Wing, and other mission partners.
- →Support development, maintenance, and continuous improvement of the AFNCR ITS Service Catalog.
- →Analyze customer and service information to identify opportunities for continuous process improvement.
- →Develop and maintain an AFNCR newsletter designed to improve customer awareness, understanding, and use of available IT services.
- →Develop Notifications to Airmen (NOTAMs) and other user communications regarding interruptions, planned changes, or modifications to AFNCR IT services.
- →Develop flyers, advertisements, announcements, and other communications supporting IT initiatives, service changes, and customer awareness.
- →Assist the User Experience (UX) Manager with delivery of UX strategic initiatives and projects.
- →Ensure communications activities support the broader customer experience and help supported organizations meet customer expectations and mission goals.
- →Train personnel on effective communications techniques and practices.
- →Support short-notice Operations Fusion Team requirements, Requests for Information (RFIs), meetings, executive taskings, and other mission-driven requirements.
- →Organize and facilitate meetings and coordinate communications across technical, operational, and leadership stakeholders.
The source requirement places particular emphasis on executive strategic counsel, data-centric briefings and written products for senior Air Force leadership, as well as coordination among the 844 CG, its squadrons, and major mission partners.
Requirements
~1 min read- Bachelor’s degree in Computer Science/Systems, Information Systems/Technology, Engineering/Engineering Technology, Software Engineering/Programming, Management, Natural Sciences, Social Sciences, Mathematics, Business/Finance, or a related discipline.
- Minimum of five (5) years of relevant professional experience.
- Demonstrated specialized knowledge and experience within strategic communications, executive communications, IT operations communications, organizational communications, or a related discipline.
- Ability to advise Government personnel and senior leaders within a specialized area of responsibility.
- Demonstrated experience developing and implementing strategic communications plans and communication strategies.
- Experience supporting senior Government, military, executive, or organizational leadership.
- Ability to translate complex technical and operational information into clear messaging for both technical and non-technical audiences.
- Exceptional written and verbal communication skills.
- Strong executive writing skills, including experience developing briefings, executive summaries, white papers, leadership correspondence, and similar products.
- Strong presentation development and briefing skills.
- Ability to synthesize large amounts of technical, operational, and organizational information into concise decision-quality products.
- Experience coordinating messaging across multiple organizations and stakeholder groups.
- Strong customer engagement and relationship-management skills.
- Ability to work directly with organizational leadership and provide strategic communications recommendations.
- Experience gathering stakeholder requirements and developing communications products tailored to specific audiences.
- Ability to manage multiple priorities and respond effectively to short-notice assignments and Requests for Information.
- Strong organizational, coordination, and meeting facilitation skills.
- Ability to work independently and collaboratively within a fast-paced, mission-focused environment.
- Ability to maintain a professional onsite presence and engage effectively with Government leadership, technical teams, operational units, and mission partners.

- Experience supporting the Department of Defense, Department of the Air Force, or other federal Government organizations.
- Experience supporting communications within an enterprise information technology organization.
- Familiarity with Air Force organizational structures, missions, and senior-leader communications.
- Experience supporting executive-level communications for General Officers, SES personnel, or equivalent senior leadership.
- Experience developing communications for enterprise IT outages, service changes, modernization initiatives, or major operational events.
- Experience developing newsletters, customer communications, informational campaigns, flyers, advertisements, or similar products.
- Experience supporting customer experience or User Experience initiatives.
- Experience working across multiple military installations, squadrons, commands, or geographically distributed organizations.
- Experience supporting mission-critical or highly visible Government operations.
- Understanding of IT service delivery, service catalogs, continuous process improvement, and customer engagement.
- Ability to build strong partnerships between technical teams, operational organizations, and senior leadership.
Salary is commensurate with education, experience, knowledge, skills, abilities, and qualifications. The anticipated salary range for this requisition is $90,000–$160,000 annually. Additional factors considered in extending an offer include, but are not limited to, the responsibilities of the position, relevant education and certifications, years and depth of experience, specialized expertise, security clearance, internal equity, alignment with applicable market data, contractual labor category requirements, and other applicable laws or requirements.
