Director of Federal Strategies

The Director of Federal Strategies will lead All* Above All’s federal-level policy strategy and advocacy to advance reproductive justice and abortion access across the United States. This role is responsible for developing and executing a bold federal agenda that shapes public policy, influences legislative initiatives, such as the EACH Act and Abortion Justice Act, and builds power with strategic partners, coalitions, and policymakers. The Director will integrate intersectional policy frameworks that address racial, economic, and gender inequities while advancing All* Above All’s mission to ensure reproductive health care, including abortion care,  is affordable, available, and supported for everyone who needs it. The ideal candidate will provide effective execution and leadership in federal advocacy, elevate narrative and culture-change efforts tied to policy goals, and collaborate closely with internal teams and external allies to drive durable systemic change.

This is a full-time position based in Washington, D.C., within a hybrid workplace. The role requires regular in-person meetings on the Hill and throughout the city to engage with partners and attend partner events, as well as the ability to work at a computer for extended periods. Individuals should expect up to 50% travel, including the ability to navigate airports, conference venues, and meeting spaces. • Significant experience leading federal policy, legislative advocacy, or government relations.
• Experience working on intersectional policy issues that connect race, gender, and economic justice.
• Experience working on issues impacting Black, Indigenous, and people of color; young people; and/or immigrants; or people struggling financially. 
• Demonstrated ability to develop and execute complex advocacy strategies that advance equity-centered policy goals in challenging political environments.
• Demonstrated success in coalition-building and leading multi-stakeholder campaigns at the national level.
• Deep understanding of the federal legislative and appropriations processes, including experience engaging with Congress, federal agencies, and coalition partners.
• Strong knowledge of federal health policy, reproductive health systems, and the national policy landscape affecting abortion access.
• Understanding of federal funding streams, Medicaid, Title X, and other public health programs relevant to abortion care.
• Bachelor's degree required; advanced degree in public policy, public administration, law, political science, or related field preferred.

• Deep understanding of abortion care as essential, basic health care, grounded in a non-stigmatizing, rights-based approach to reproductive health.
• Commitment to reproductive justice and an intersectional approach that centers racial, economic, and gender equity in policy and advocacy work.
• An understanding of abortion access as an economic, immigrant, and racial justice issue.
• Strong commitment to centering people of color and striving to be anti-racist.
• Views culture shift, organizing, and movement building as key components of issue campaigns. 
• Excellent written and verbal communication skills, including the ability to translate policy analysis into clear, compelling advocacy messages.
• Strong leadership and team collaboration skills; ability to work cross-functionally across communications, campaigns, and state teams.
• Comfort operating in fast-paced, high-stakes environments with shifting political contexts.

• →Lead the development and execution of All* Above All’s federal policy and advocacy strategy to advance abortion access, affordability, and reproductive justice, in coherence with overall organizational strategy and the work of other teams.
• →Drive legislative and administrative advocacy efforts on key federal priorities, including the budget, appropriations, and policy initiatives affecting abortion access and coverage.
• →Build and maintain strong relationships with members of Congress, federal agencies, the White House, key policymakers and staff, and advocacy partners.
• →Represent All* Above All in national coalitions and partnerships, helping to align federal strategies across reproductive justice, health equity, and economic justice movements.
• →Collaborate closely with communications, campaigns, and state strategy teams to ensure coordinated advocacy, messaging, and narrative change efforts.
• →Monitor, analyze, and respond to federal policy developments, political dynamics, and emerging threats or opportunities affecting abortion access.
• →Develop policy analysis, advocacy materials, briefings, and talking points for internal and external audiences.
• →Support and help mobilize advocates, partners, and impacted communities to engage in federal advocacy and policymaker education.
• →Advance an intersectional, equity-centered approach to federal strategy that centers racial, economic, and gender justice.
• →Manage consultants, vendors, or advocacy partners as needed to support federal policy and legislative goals.

This position will contribute to the organization’s fundraising success by supporting a culture of philanthropy, engaging donors and partners as appropriate to the role, and identifying opportunities to advance resource development.

• Contribute to fundraising efforts by aligning programmatic and policy strategies with resource development priorities, engaging external partners and stakeholders, and collaborating with leadership to identify and advance funding opportunities.
