At the Allegheny County Department of Human Services (DHS), our mission is to improve the well-being of the County’s most vulnerable residents. We are the largest human services funder in our region, serving more than 200,000 residents each year through more than 300 community-based agencies. Some of our services include child welfare, family strengthening and youth programs, the homeless system, behavioral health services, supports for people with intellectual disabilities or autism, and help for older adults.



We are currently seeking a results-driven consulting professional to join our team as Supervisor for Contract Recruitment & Vendor Relations. This position plays a key role in ensuring that DHS programs have the staffing needed to support vital community services. This position is the direct contact manager for DHS contract staffing agency providers and supports recruitment, selection, and employment processes for contracted employees, under the supervision of the Human Capital Manager.


If hired for this position, you would be an employee of our partner agency, Donnelly-Boland & Associates working onsite at Allegheny County DHS.

 

Duties & Responsibilities

  • Manages DHS staffing contracts, including establishing budgets and rates, as well as working in partnership with Contracts & Compliance team to update scopes of work, and submitting contract amendments and renewals.
  • Collaborate with DHS Fiscal on the review of bill rate calculations and contract agency invoices.
  • Manages contract employee recruitment and employment processes.
  • Collaborates with directors and hiring managers to identify staffing priorities.
  • Coordinates with hiring managers and staffing agencies on the preparation of job descriptions and selection processes, reviewing and editing for accuracy and consistency.
  • Collaborate with hiring managers and staffing agencies on the development and execution of recruitment plans and selection processes.
  • Oversees process to promote contract opportunities via job boards, job fairs, LinkedIn Recruiter, etc. and assists hiring managers with target outreach strategies.
  • Determines starting salaries for new hires, promotions, etc., according to DHS Compensation Plan.
  • Ensures all of our agency partners have the required clearances and other documents on file at all times: prepares responses to compliance audits.
  • Maintains contracted staffing agency rosters and HR and contract information systems.
  • Oversees, 1 Talent Acquisition Specialist.
  • Serves as a liaison between hiring managers and contract agencies on issues pertaining to leaves, disciplines, performance reviews, etc. for follow-up on further action. This includes involving the agency’s HR team as well as Allegheny County DHS HR Employee Relations.
  • Review, analyze, and develop necessary operational policies and procedures according to state, federal, and county mandates and regulations.

 

Education/Experience Requirements

  • Bachelor’s degree preferred
  • 2 or more years of experience in a supervisory role.
  • Demonstrated experience managing contract and vendor relationships.
  • Experience in HR talent acquisition practices, preferred.
  • Highly organized and knowledgeable on recruitment strategies
  • Experience utilizing multiple technology platforms including but not limited to: HRIS Systems, MS Office Suite (Adobe, Excel, etc.), and social platforms (LinkedIn, Indeed, etc.).
