The Senior Director of IDD Strategy & Innovation will lead develop and lead initiatives that strengthen healthcare and community partnerships across Alliance’s catchment area for individuals with intellectual and development disabilities (IDD).   The position will provide strategic leadership for the evolution of Alliance's Intellectual and Developmental Disabilities (IDD) service model, including optimization of the NC Innovations Waiver service continuum, development of innovative care models, and expansion of person-centered services that improve member outcomes and community inclusion. The position works across Alliance departments, the provider network, and community to identify gaps in current services and work to build creative programs to address those gaps.  The position will help design and implement a payment and reimbursement models that promote person-center outcomes and community inclusiveness.  This position does not establish clinical practice standards, make clinical coverage determinations, or provide clinical oversight of service delivery; those responsibilities reside within Clinical Operations.

Reporting to the Chief Strategy and Innovation Officer, the ideal candidate has a deep understanding of service and support needs of individuals with IDD, the North Carolina’s Innovations Waiver, NC Medicaid benefits, and with experience managing complex, multi-stakeholder projects that improve health outcomes through cross-sector collaborations.

Responsibilities

Strategy Development

  • Develop and implement strategic initiatives supporting Alliance's IDD (Intellectual and Developmental Disabilities) programs, including efforts to expand services and the current service array to individual on the Registry of Unmet Needs
  • Identify service gaps within the Innovations Waiver and the Alliance benefit plan
  • Lead strategic evaluation and optimization of NC Innovations Waiver services to identify opportunities for service expansion, enhanced care coordination, and improved member outcomes
  • Design innovative solutions to address unmet community and healthcare needs
  • Evaluate emerging state and federal policy changes impacting IDD services
  • Serve as a strategic subject matter expert regarding NC Innovations Waiver requirements, Tailored Plan initiatives, Medicaid transformation efforts, and emerging reimbursement models that support value-based care and community integration
  • Create business cases and recommendations for new programs and investments
  • Align initiatives with organizational strategic priorities and value-based care objectives
  • Translate Medicaid policy, waiver provisions and quality measures into actionable community engagement strategies
  • collaborate with legal, compliance and policy teams to ensure initiatives meet legal, regulatory and contractual requirements

Program Innovation

  • Build and maintain relationships with: 
    • Healthcare systems
    • Behavioral health providers
    • Primary care organizations
    • Community-based organizations (CBOs)
    • Local governments
    • State agencies
    • Advocacy organizations
  • Develop collaborative models that address social drivers of health and community inclusion 
  • Facilitate cross-sector partnerships focused on improving outcomes for individuals with IDD
  • Represent Alliance in community coalitions, advisory boards, and stakeholder meetings

Partnership Management

  • Serve as a strategic and operational subject matter expert on: 
    • NC Innovations Waiver design
    • Tailored Plan requirements
    • Medicaid transformation initiatives
    • Reimbursement structures, and 
    • Service delivery innovation
  • Identify opportunities to maximize waiver services and supports. 
  • Monitor state policy and regulatory changes
  • Partner with operational teams to ensure compliance and successful implementation
  • Advise executive leadership regarding waiver and Medicaid-related innovations
  • Develop and communicate a long-term strategic vision for Medicaid-funded IDD services, engaging provider networks, advocacy organizations, healthcare systems, and community partners in advancing innovative service delivery models
  • Lead program evaluation framework aligned with the organization’s goals, funding requirements and community impact
  • Identify operational risk, gaps and opportunities for improvement and innovation
  • Identify gaps and recommend solutions to increase service alignment and community access

Healthcare Integration

  • Assess social determinants affecting members and families 
  • Develop programs that address: 
    • Housing instability
    • Employment barriers
    • Transportation needs
    • Food insecurity
    • Caregiver support challenges
    • Specialty and primary care needs
  •  Collaborate with community organizations to improve access to resources. 
  •  Design interventions that improve health equity and quality of life

Performance Management

  • Analyze member outcomes and utilization data. Identify trends and opportunities for service improvement
  • Establish strategic and operational performance indicators related to access, network capacity, waiver utilization, innovation adoption, community inclusion, and program effectiveness
  • Measure program effectiveness and return on investment
  • Establish strategic performance indicators to measure waiver utilization, access to services, community inclusion outcomes, health outcomes, quality metrics, and overall impact of IDD innovation initiatives
  • Prepare reports for leadership, state agencies, and stakeholders

Travel

  • Travel between Alliance offices, attending meetings on behalf of Alliance, participating in Alliance sponsored events, etc. may be required
  • Travel to meet with members, providers, stakeholders, attend court hearings etc. is required

Requirements

Education & Experience

Required:

Bachelor's degree from an accredited college or university in Social Work, Public Administration, Health Services, Human Services, Healthcare Administration, Public Health, or a related field and seven (7) years of progressively responsible consultative or administrative experience in publicly-funded healthcare, managed care, IDD services, behavioral health, healthcare strategy, or related human services programs. 

Experience must include strategic planning, cross-sector partnership development, program innovation, and implementation of initiatives designed to improve outcomes for individuals with IDD.

OR

Master's degree from an accredited college or university in Social Work, Public Administration, Health Services, Human Services, Healthcare Administration, Public Health, or a related field and five (5) years of progressively responsible consultative or administrative experience in publicly-funded healthcare, managed care, IDD services, behavioral health, healthcare strategy, or related human services programs. 

Experience must include strategic planning, cross-sector partnership development, program innovation, and implementation of initiatives designed to improve outcomes for individuals with IDD. 

Preferred:

Experience with North Carolina Medicaid programs, including the NC Innovations Waiver and/or Medicaid Transformation initiatives, is strongly preferred.

  • Experience working with NC Medicaid Managed Care and historically marginalized populations
  • Extensive knowledge of NC Innovations Waiver services, Tailored Plans, Medicaid financing, and value-based reimbursement models for IDD populations
  • Superior quantitative, analytical and problem-solving skills with a talent for breaking down complex issues into actionable components
  • Ability to interpret data, track performance and report on impact
  • Knowledge of federal and state regulations related to disability services such as ADA, Medicaid and Olmstead
  • Experience with budget management, contract management and policy development
  • Experience working with accreditation bodies
  • Use of Microsoft Office products and knowledge of data analytics programs and reporting

Salary Range 

$119,264-$152,062/Annually  

Exact compensation will be determined based on the candidate's education, experience, external market data and consideration of internal equity.
