Strategic Sourcing Manager (B4) Global Sourcing & Procurement (GSP) – Facilities & Capital Infrastructure Location: Germany (office based / hybrid) Reporting to: Director, Global Category Leader – Facilities Role Summary The Strategic Sourcing Manager (B4) is a senior individual contributor role within Global Sourcing & Procurement, responsible for the end‑to‑end execution of complex sourcing initiatives aligned to approved global category strategies. The primary focus is Facilities and Capital Infrastructure (CAPEX), supporting Applied Materials’ manufacturing, R&D, and corporate facilities footprint across Germany and the broader EMEA region. This role requires strong commercial judgment, disciplined execution, and credibility with technical and operational stakeholders. The position does not include people management responsibilities and is designed for an experienced sourcing professional who delivers outcomes through expertise, structure, and execution rigor in a regulated, capital‑intensive environment. Operating within the Sourcing Center of Excellence (SCoE), and in close partnership with the Global Category Manager, the role owns the execution model—translating category strategies into RFx events, negotiations, supplier selections, and contract awards—while ensuring compliance with governance, risk, and internal control requirements. Role at a Glance Job Title: Strategic Sourcing Manager Level: B4 Function: Global Sourcing & Procurement – Global Category & Sourcing Role Type: Senior Individual Contributor (no direct reports) Primary Focus: Facilities and Capital Infrastructure sourcing (CAPEX with selective OPEX scope) Operating Model: Category defines strategic direction; Sourcing executes the commercial delivery Key Responsibilities Sourcing Execution & Commercial Discipline Execute complex sourcing initiatives based on business criticality, technical complexity, and risk exposure—not solely spend thresholds. Lead RFx processes, commercial negotiations, and supplier selections in alignment with approved Facilities and Capital category strategies. Apply appropriate sourcing levers including competition design, negotiation strategy, contracting approach, and commercial structuring within defined guardrails. Develop robust, defensible award recommendations supported by financial analysis, risk assessment, and technical alignment. Portfolio & Execution Management Manage a defined portfolio of sourcing projects aligned to category wave plans and regional demand signals. Prioritize execution activities based on delivery risk, market conditions, and stakeholder urgency while maintaining predictable outcomes. Provide transparent and factual reporting on status, risks, and value delivery to category leadership and key stakeholders. Category Partnership & Market Intelligence Work closely with the Global Category Manager to operationalize category strategies into executable sourcing events. Provide structured feedback on supplier performance, market dynamics, and execution lessons learned to inform strategy refinement. Support standardization of sourcing approaches, supplier models, and buying channels across regions. Governance, Risk & Compliance Ensure all sourcing activities comply with GSP governance frameworks, internal controls, and audit standards. Integrate supplier risk considerations including continuity of supply, financial stability, compliance, and third‑party risk management into sourcing decisions. Coordinate with Contracting CoE, Legal, Risk, Finance, Tax, and Internal Controls throughout the sourcing and award lifecycle. Stakeholder & Cross‑Functional Engagement Act as the commercial lead for assigned sourcing initiatives, partnering effectively with Facilities, Engineering, Construction, Operations, and Finance stakeholders. Provide clear, structured, and fact‑based recommendations to enable timely and informed business decisions. Operate confidently in a global, matrixed environment, influencing outcomes without formal authority. Professional Profile Functional Expertise Strong background in strategic sourcing, RFx execution, negotiations, supplier evaluation, and contract award processes, ideally within Facilities, Construction, or Capital Infrastructure environments. Business & Technical Acumen Ability to understand and translate engineering, construction, and Facilities requirements into effective commercial strategies and sourcing decisions. Execution Leadership (IC Role) Recognized as a reliable execution partner who delivers outcomes through discipline, credibility, and structured problem solving. Problem Solving & Judgment Applies analytical thinking and sound commercial judgment to resolve complex sourcing, supplier, and risk‑related challenges. Education & Experience Bachelor’s degree in Business, Supply Chain, Engineering, Finance, or a related discipline. 7–10 years of experience in strategic sourcing, procurement, or commercial roles within complex, technical environments. Proven experience supporting CAPEX sourcing across design, engineering, construction, and commissioning phases. Exposure to Facilities OPEX categories is strongly preferred. Experience working within global organizations with strong governance and compliance expectations. Language Requirements Fluent in German and English (written and spoken) is mandatory.
