ASRC Federal Communications seeks a Deputy Program Manager (DPM) to support our Installation Support Services – Geographically Separated Locations (ISS2-GSL) contract with the U.S. Air Force. Based in Anchorage, Alaska, the DPM will serve as a key leader under the Program Manager, overseeing engineering, operations, and subcontractor activities across five remote locations: Anchorage and King Salmon, Alaska; Shemya Island, Alaska; Honolulu, Hawaii; and Wake Island. This role requires exceptional communication, leadership, and problem-solving skills to ensure mission success for a contract employing ~240 personnel. Key Responsibilities Program Management Oversee engineering, office administration, medical services, security (including COMSEC), marine transport logistics, training, travel, and property accountability programs. Develop processes to meet contract requirements, monitor progress, and resolve performance issues. Coordinate contract modifications, proposals, budgets, and financial terms. Continued development of programs that manage property and track assets Contract Management Manage on-contract growth proposals including scope development, pricing, negotiating, performance, accounting, and invoicing. Manage Contracting Officer Prior Approval (COPA) funding and Requests for Equitable Adjustments Manage the review, cost estimation, negotiation, and implementation of contract modifications. Manage subcontract agreements, including vendor selection, negotiation, performance oversight, compliance monitoring, and termination processes as needed. Oversee external services provided to ASRCC, ensuring alignment with contract specifications, timely delivery, quality control, and integration with overall project objectives. Coordinate subcontractor and external service invoicing, payment processing, and financial reconciliation to maintain accurate contract administration. Subcontractor and Operations Oversight Manage medical services and short-term construction/specialty subcontracts. Lead the engineering team in the management and execution of projects in the range of $50,000 to $2,000,000 per project. Ensure adherence to the prescribed budgets of all subcontracts and projects. Coordinate logistics for air and barge shipments, including annual barge resupply (in future years). Ensure compliance with corporate policies, contract requirements, and federal regulations (e.g., FAR, DFARS). Program Leadership Be a comfortable and confident public speaker and deftly communicate complex issues into written executive summary format. Possess a strong understanding of contract scope both as a contractor and an owner.  Be resourceful and able to quickly learn and adapt applying creative thinking, experience base, and analytical acumen to decision making. Foster a positive work environment by providing guidance and professional development to ~240 employees. Customer and Stakeholder Engagement Serve as a primary point of contact for USAF leadership, delivering briefings and executive summaries. Communicate operational updates to the Program Manager and government agencies. Drive business development by identifying opportunities to enhance services. Required Qualifications Bachelor’s degree in engineering, project management, business administration, or related field. Six (6) years of experience managing contracts with a combined total of $40 million annually, or Six (6) years of managerial experience leading, managing, and directing small ($50,000 - $2,000,000) projects performed by a multi-specialized workforce, or Six (6) years of managerial experience leading, managing, and directing a multi-specialized workforce of at least twenty-five (25) people in the execution of base support services as described in this position description.  Strong written and verbal communication skills, with experience delivering executive-level briefings. Intermediate proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook). Experience using AI tools (e.g., large language models) for data analysis or reporting. Valid state driver’s license with an acceptable driving record. Ability to obtain and maintain a Secret clearance. Must pass a background check, drug screening, fingerprints, and a fit-for-duty physical exam; candidates must be medically cleared for long-term residency in a remote location with limited access to healthcare. Willingness to relocate to Anchorage, Alaska, and travel to remote sites as needed. Typical annual travel is 25%. Preferred: Familiarity with FAR, DFARS, and federal contracting regulations.
