The Bermuda Monetary Authority (Authority or BMA) is seeking the services of a skilled and capable individual to work as an Assistant Director responsible for International Affairs in our Policy Development, Strategy and International Affairs Department. Reporting to the Managing Director-Policy, Strategy & International Affairs, the Assistant Director of International Affairs will be responsible for developing and leading on strategic engagement with international standard setting bodies, regulatory bodies and industry stakeholders, analysing international developments and providing strategic advice on international affairs and regulatory matters, as well implementing advocacy and stakeholder management strategies between the BMA and international standard setting bodies responsible for financial services outside of insurance such as International Organization of Securities Commissions (IOSCO).
The role involves a high degree of collaboration with colleagues across the BMA as well as building relationships with external stakeholders in Bermuda and internationally. The Assistant Director will be responsible for leading a small team on international affairs matters. The position supports the BMA’s mission and vision and contributes to the execution of the organisation’s corporate strategy, which includes developing the BMA’s international engagement programme for the non-insurance sectors and representing the BMA at various international and domestic fora.

• Proposing and developing the International Affairs Strategy for non-insurance sectors (digital assets, digital finance, banking, investment funds, trusts, investment business, etc.) in collaboration with relevant internal stakeholders while acting as lead in the implementation of the strategy, where appropriate
• Monitoring and analysing papers produced by international standard-setting bodies and providing insight into their impact on Bermuda’s financial services, along with strategic advice to support the BMA’s strategic planning and execution of its international regulatory affairs programme. This includes assessing potential challenges and risks to the BMA and suggesting appropriate regulatory responses in cooperation with stakeholders
• Prepare high-level briefings and reports for senior management and BMA’s Board of Directors on international regulatory trends and their implications for Bermuda’s financial services regulatory frameworks
• Collaborating on the articulation and development of the BMA’s position on international and regulatory matters, ensuring internal alignment, integrated views and clear, consistent messages on international regulatory matters
• Participating in Internal Committees and Working Groups, meetings and events as appropriate
• Providing advice, guidance and information to Senior Management on international regulatory matters. Contributing or leading as appropriate to thought leadership insight on international regulatory issues
• Liaising, developing and maintaining relationships with international regulators, policymakers and other international stakeholders. Acting as the primary point of contact for engagement and regulatory work with relevant international standard-setting bodies and groups, organising bilateral meetings and facilitating effective communication internally and externally
• Attending and actively participating in local and international meetings, conferences and events
• Providing management, leadership and supervision directly and indirectly to assigned teams and individuals with respect to providing professional advice, encouragement and guidance in conducting their assignments and achieving organisational and departmental objectives, and personal and professional goals
• Performing other related work and special projects as assigned by the Managing Director-Policy, Strategy & International Affairs or other Senior Executives in accordance with competencies normally associated with the post

Requirements

• A master’s degree or equivalent qualification in International Relations, Policy, Legal, or other related discipline
• A minimum of ten (10) years of experience in an international affairs or policy role within the financial services industry, of which five (5) years of experience operating at a senior level and/or working experience with a financial regulatory body
• Strong knowledge of Bermuda, US, EU, UK and other international regulatory environments, legislation and policy-making processes
• A good understanding of the nature of the financial services business operating in Bermuda
• Experience operating in an international environment and evidence of a track record that includes operating effectively within a diverse, multicultural environment
• A strong working knowledge of relevant international bodies, such as the IOSCO and GIFCS
• Ability to assimilate facts, analyse and prioritise to ensure accuracy and consistency of procedures, and tact and discretion in dealing with sensitive and confidential matters
• Ability to interpret regulations and international documents
• Demonstrated ability to manage several projects simultaneously and/or manage complex projects within politically sensitive environments, to work in a cross-departmental, collaborative and inclusive fashion
• Strong communication skills (verbal and written) and ability to communicate and explain complex issues to a variety of audiences
• Strong stakeholder management, negotiation and interpersonal skills with the ability to operate effectively at senior levels
• Strong analytical and problem-solving skills with the ability to develop and implement ‘out-of-the-box’ solutions to complex issues
• Willingness to travel to international locations to represent BMA at various fora
• Experience operating in an international environment and evidence of a track record that includes operating effectively within a diverse multicultural environment
• Experience as a thought leader, as demonstrated through associations, committees, etc.
• Ability to interface with the financial services industry, government and various international regulatory bodies
• A strong work ethic, trustworthiness, commitment to meeting deadlines and excellent interpersonal skills
