Role Objectives:
The Personnel Lead is responsible for leading and governing all Personnel Operations activities across the organization, ensuring compliance with Egyptian Labor Law, Social Insurance regulations, and company policies. The role oversees the end-to-end employee lifecycle, including onboarding, offboarding, contract management, social insurance, labor office compliance, employee records management, HR systems governance, and personnel administration.
In addition, the Personnel Lead serves as the business owner for People Operations automation initiatives by leading ERP and HRIS projects, partnering with Technology teams and external vendors to automate HR services, improve operational efficiency, strengthen governance, and enhance the employee experience through digital transformation.
Roles & Responsibilities:
- Lead and manage the Personnel team, ensuring timely, accurate, and compliant execution of all personnel operations.
- Establish and monitor KPIs, SLAs, and governance controls for the Personnel function while driving continuous process improvement.
- Govern the end-to-end onboarding process, including employment contracts, HRID creation, onboarding documentation, system updates, and employee file preparation.
- Ensure timely preparation and submission of Social Insurance Form 1 and Labor Office notifications for all new hires.
- Oversee employee offboarding processes, including resignation documentation, asset return coordination, clearance status, employee files, and Social Insurance Form 6 preparation.
- Govern the annual contract renewal process by monitoring upcoming contract expirations, coordinating renewal decisions with Employee Relations, People Business Partners, and business leaders, and ensuring timely issuance of renewal and non-renewal notifications.
- Manage all Social Insurance activities, including Forms 1, 2, and 6, monthly reconciliations, annual submissions, office fee calculations, and coordination with the Social Insurance Authority.
- Ensure compliance with Labor Office requirements and coordinate labor inspections by preparing documentation and representing the Personnel function during inspections.
- Oversee employee file management, scanning, archiving, document control, and retention while ensuring audit readiness and confidentiality.
- Ensure employee master data accuracy across Odoo, Mawared, and all HR systems by governing updates related to transfers, promotions, resignations, title changes, organizational structure, and employee movements.
- Oversee attendance governance and support payroll by ensuring timely validation of employee records, attendance data, and personnel transactions.
- Prepare and review monthly headcount reports, personnel dashboards, compliance reports, and workforce analytics for management reporting.
- Act as the business owner and Project Manager for People Operations systems, including ERP platforms and Mawared, by defining business requirements, coordinating enhancements, leading user acceptance testing (UAT), and ensuring successful implementation.
- Partner with the Technology team and external system vendors to automate HR services and workflows, reducing manual processes and improving operational efficiency.
- Identify opportunities for digital transformation and lead automation initiatives across the employee lifecycle to enhance service delivery and governance.
- Monitor system performance, resolve process gaps, and ensure data integrity across all People Operations platforms.
- Support organizational restructuring, operational requests, workforce changes, and HR process optimization initiatives.
- Collaborate with Payroll, Finance, People Business Partners, Operations, and external governmental authorities to ensure smooth execution of personnel activities and regulatory compliance.
- Coach, develop, and support the Personnel team while promoting a culture of accountability, continuous improvement, and operational excellence.
Required Education, Knowledge, And Skills:
- Bachelor's degree in Human Resources, Business Administration, Law, or a related field.
- 5 - 8 years of experience in Personnel Operations, with at least 2 years in a leadership or supervisory role.
- Strong understanding of Egyptian Labor Law, Social Insurance regulations, and Labor Office requirements.
- Proven ability to lead teams, manage priorities, and drive operational excellence.
- Strong planning, prioritization, and multitasking abilities with excellent attention to detail.
- Experience with ERP/HRIS systems such as Odoo, Mawared, or equivalent platforms, along with advanced Microsoft Office skills.
- Experience managing HR systems implementation, automation initiatives, and cross-functional projects.
- Strong analytical and reporting capabilities with the ability to identify process improvements and drive data-based decisions.
- Excellent communication, stakeholder management, and relationship-building skills with the ability to coordinate across business functions, technology teams, vendors, and governmental authorities.
