The Senior Executive, Youth Development & Community Building supports the development and strengthening of Tzu Chi’s youth ecosystem in Singapore, creating meaningful opportunities for young people to connect, grow, serve, contribute and lead.
The role focuses on building a sustainable youth engagement and development pipeline — from outreach and participation to belonging, service, leadership and longer-term contribution. It supports platforms, communities and pathways that build youth capabilities, enable youth-led action and empower young people to take increasing ownership.
As a secondary portfolio, the role supports the ongoing development and transformation of Tzu Chi’s broader Education Mission, strengthening alignment, integration and organisational capability.
• Build and nurture an active, inclusive and sustainable youth community.
• Develop regular engagement platforms that foster connection, belonging and shared purpose.
• Strengthen youth outreach, recruitment, retention and sustained participation.
• Engage and grow networks of youth participants, volunteers, alumni and emerging leaders.
• Explore new approaches to youth engagement in response to evolving youth and societal needs.
• Develop a coherent Tzu Chi Youth Pathway:
Discover → Participate → Belong → Serve & Contribute → Lead → Mentor
• Connect programmes, volunteering and leadership opportunities into a progressive youth journey.
• Create pathways across HYC, Tzu Ching, service, internships and local, regional or global opportunities.
• Identify and nurture emerging youth leaders and build their capabilities.
• Develop opportunities for youths to grow as volunteers, facilitators, mentors and community leaders.
• Expand meaningful roles for youth service, contribution and leadership across Tzu Chi.
• Develop programmes that nurture values-driven leadership, personal growth and social responsibility.
• Enable youth-led action, empowering youths to initiate, contribute and lead.
• Build youth capabilities through experiential learning, mentorship and leadership opportunities.
• Strengthen existing platforms and develop new initiatives in response to emerging needs.
• Leverage local, regional and global exposure to broaden learning and perspectives.
• Track participation, progression, capability development and longer-term impact.
• Build partnerships with schools, IHLs, youth organisations and community stakeholders.
• Develop collaborations that expand opportunities for youth learning, service and leadership.
• Connect youths with relevant opportunities across Tzu Chi and the wider community.
• Grow a network of mentors, volunteers, facilitators and partners supporting youth development.
• Identify emerging partnerships and opportunities that strengthen the youth ecosystem.
As a secondary portfolio, support the development and transformation of Tzu Chi’s Education Mission, including Preschool, HYC, CEC and volunteer-led education programmes.
• Support alignment and integration across education establishments, programmes and volunteer groups.
• Strengthen organisational and volunteer capabilities within the Education Mission.
• Support the restructuring and development of volunteer-led education programmes.
• Strengthen connections between education initiatives, volunteers and community networks.
• Support stakeholder engagement, planning and implementation of Education Mission initiatives.
• Contribute to new initiatives responding to organisational and societal needs.
• A growing and actively engaged youth community.
• A sustainable pipeline from participation to service, contribution and leadership.
• A clear and evolving Tzu Chi Youth Pathway.
• Stronger youth capabilities and a growing pool of youth leaders and mentors.
• Increased opportunities for youth-led action and contribution.
• Stronger integration across Tzu Chi’s youth platforms and missions.
• A broader ecosystem of youth and community partnerships.
• Stronger alignment and capability across the Education Mission.
Requirements
~1 min read• Diploma or Degree in Youth Work, Community Development, Education, Social Sciences or related fields.
• Preferably 2–4 years of relevant experience in youth, community, education or social sector work.
• Passionate about youth development, community building and leadership development.
• Strong programme development, coordination and execution capabilities.
• Good communication, facilitation and stakeholder engagement skills.
• Able to empower youths to participate, contribute and lead.
• Resourceful, adaptable and comfortable working in an evolving environment.
• Able to work independently and collaboratively across teams and partners.
• Willing to support selected evening and weekend youth activities.
• Alignment with Tzu Chi’s values and spirit of service and contribution.
