About the Role
~1 min readCulmen International is seeking a Space Security Policy Analyst that will lead the development of a comprehensive analytical report assessing security challenges and strategic opportunities arising from differing national interpretations of the Outer Space Treaty (OST).
This role focuses on comparative analysis of policies and practices in the United States, Russia, and China, with an emphasis on implications for national security, defense strategy, and international stability.
The analyst will synthesize legal frameworks, policy positions, and emerging trends to produce a high-quality report supporting U.S. Government stakeholders, program leadership, and strategic decision-making efforts.
Responsibilities
~1 min readConduct in-depth research and analysis on international space law, with a focus on the OST and its interpretation by the United States, Russia, and China.
Develop a comprehensive analytical report identifying:
- →Security risks stemming from divergent treaty interpretations
- →Opportunities for cooperation, deterrence, and policy alignment
- →Implications for military, intelligence, and commercial space operations
Assess national policies, doctrine, and public statements related to:
- →Space militarization and weaponization
- →Dual-use technologies
- →Sovereignty and jurisdiction in space
Track and evaluate geopolitical, legal, and technological developments impacting space security.
Synthesize findings into clear, actionable written deliverables, including:
- →Formal reports
- →Executive summaries
- →Briefing materials for senior stakeholders
Collaborate with subject matter experts, program teams, and government partners to validate findings and refine analysis.
Support briefings and presentations to senior leadership and interagency stakeholders.
Requirements
~1 min read- Bachelor’s degree in International Relations, Political Science, Law, Security Studies, or a related field
- 5+ years of experience in policy analysis, international security, or space-related programs.
- Demonstrated experience researching and analyzing international treaties, agreements, or legal frameworks.
- Strong analytical and critical thinking skills with the ability to assess complex geopolitical issues.
- Excellent written communication skills, including experience producing formal reports and senior-level briefings.
- Familiarity with U.S. national security structures and interagency processes.
