QinetiQ US is looking for a Funtional/Financial Analyst. This is an excellent, highly visible opportunity for a capital planning analyst to have a direct impact on the Federal Highway Administration's (FHWA) Capital Planning and Investment Control (CPIC) program within the Office of Information Technology Services (OITS).
You will help FHWA manage its IT portfolio and IT Spend Plan, prepare required OMB and DOT investment reporting, and guide FHWA offices through the IT procurement approval process.
Responsibilities
~2 min read- →Support the management and execution of all phases of FHWA's CPIC program, including Investment Review Board (IRB) processes.
- →Maintain the FHWA IT Spend Plan: fill data gaps, map line items to TBM cost pools and towers, reconcile FHWA and Department versions, and manage change requests.
- →Prepare, review, and track Interim Procurement Requests (IPRs) with FHWA program offices and the DOT OCIO IT Spend Plan approval team, and communicate decisions to requesting offices.
- →Plan and run Department and OMB data calls, such as IT Spend Plan updates, software inventory, Budget Data Requests (including cybersecurity), and annual investment reporting. Consolidate and validate office responses before submission.
- →Prepare and submit Monthly IT Dashboard (MITDB) updates in DOT's CPIC tool (CIMS) for major IT investments, including risks, operational performance metrics, and project data.
- →Support annual OMB IT portfolio submissions, including the Agency IT Portfolio Summary (AITPS) and Agency IT Portfolio Summary Details (AITPSD), and major and non-major investment reporting.
- →Maintain office-level IT Spend Plan workbooks and hold recurring check-ins with FHWA program offices.
- →Support integration of investment planning with FHWA strategic planning, enterprise architecture, and budgeting, including IT budget submissions requested by the FHWA Chief Financial Officer.
- →Prepare materials, analysis, and ad hoc reports for the Investment Review Board, Architecture Review Board, and FHWA leadership.
- →Provide investment management analysis, including risk assessments, earned value management, operational analysis, and cost savings and cost avoidance reporting.
- →Develop and maintain CPIC standard operating procedures and desk guides.
- →Monitor the FHWA CPIC mailbox, respond to stakeholder questions, and support stakeholder outreach, education, and training.
- →Recommend improvements to CPIC processes, data quality, and stakeholder communications.
Requirements

- Minimum of 4 years of experience in federal IT capital planning and investment control (CPIC), IT budget formulation or execution, or IT portfolio management
- Experience preparing OMB IT portfolio or investment reporting (e.g., Federal IT Dashboard, AITPS/AITPSD, or OMB Circular A-11 Section 55 data)
- Experience collecting, reconciling, and validating financial or portfolio data from multiple stakeholders
- Advanced proficiency in Microsoft Excel or Google Sheets, including lookups, pivot tables, and data validation
- Ability to obtain and maintain a DOT Public Trust
- This is a hybrid position with potential regular on-site presence at U.S. DOT Headquarters in Washington, DC.
- Knowledge of the Federal Information Technology Acquisition Reform Act (FITARA), Clinger-Cohen Act, Government Performance and Results Act, Paperwork Reduction Act, Privacy Act, E-Government Act, Federal Information Security Modernization Act (FISMA), and OMB Circulars and Memoranda
- Knowledge of Technology Business Management (TBM) taxonomy, or TBM Council certification
- Experience with DOT's CIMS or a comparable portfolio management tool
- Experience supporting DOT, OST, or FHWA
- Experience with earned value management, operational analysis, or cost savings/avoidance reporting
- Excellent written and oral communication skills
The salary range for this role is $98,000 - $110,000USD. The salary range provided is a good faith estimate representative of all experience levels.
