We are seeking a highly motivated Senior Infrastructure Analyst for Columbia Class Transition Infrastructure to work on-site at the Washington Navy Yard. This role provides program management support to NAVSEA PMS 390J, a joint program office supporting SOCOM and Team Submarine (TEAMSUB) for the Dry Combat Submersible (DCS) program. The DCS program is a special operations undersea capability requiring full life-cycle management, sustainment planning, acquisition support oversight, risk management, and coordination among SOCOM, TEAMSUB, the Navy, contractors, and operational users.

• →Serve as the Senior Infrastructure Analyst for Columbia Class Transition Infrastructure, supporting PMS 396O by leading facility and infrastructure transition efforts required to ensure Trident Refit Facilities and shore installations are fully equipped and ready to support post-delivery in-service maintenance, sustainment, and modernization of Columbia-class submarines.
• →Serve as the lead for shore infrastructure, facility modification, and TRF readiness initiatives supporting the transition from Ohio-class to Columbia-class SSBNs.
• →Bridge coordination among ship acquisition, in-service submarine support, NAVFAC, CNIC, and shore installation stakeholders to align Columbia-class transition requirements with executable infrastructure plans.
• →Draft, review, and manage transition agreements between PMS 397, PMS 396, NAVFAC, CNIC, and local TRFs, ensuring clear delineation of responsibilities, milestones, and funding streams for infrastructure modifications.
• →Coordinate directly with TRF Bangor, TRF Kings Bay, public shipyards, Naval Warfare Centers, regional commands, and installation stakeholders to audit, track, and verify readiness of industrial equipment, dry docks, piers, specialized facilities, laydown areas, and shore utilities.
• →Review Program Objective Memorandum requirements to support adequate long-term budget planning, military construction programming, and facility sustainment, restoration, and modernization funding for out-year infrastructure needs.
• →Evaluate historical infrastructure and facility transition data from prior ship class changes, including Virginia-class and Ohio-class transitions, to identify actionable lessons learned and mitigate facility-related risks.
• →Act as a primary interface across NAVSEA program offices, NAVFAC, CNIC, Submarine Type Commanders, regional commands, and TRF leadership regarding facility readiness, site infrastructure timelines, risk areas, and transition milestones.
• →Translate Columbia-class technical, maintenance, and sustainment requirements into shore-side infrastructure requirements, planning assumptions, issue papers, decision products, executive correspondence, and leadership briefings.
• →Track facility readiness actions, open issues, dependencies, funding concerns, milestone status, and stakeholder commitments to support leadership awareness, accountability, and timely issue resolution.
• →Prepare reports, briefings, meeting inputs, and formal correspondence regarding Columbia-class transition infrastructure planning, TRF readiness, facility modifications, funding alignment, and site integration status.
• →Perform other duties as assigned by the Program Manager.

• This position includes occasional travel to Fleet Concentration Support areas, Trident Refit Facilities, shipyards, Naval Warfare Centers, NAVFAC/CNIC activities, and other government or contractor work locations as required.

• Bachelor’s or advanced degree in engineering, operations research, business administration, or a related technical field.
• Ten or more years of experience in engineering, science management, operational facility planning, major defense infrastructure programs, acquisition support, submarine support, naval installation planning, or fleet support activities.
• Significant background supporting U.S. Navy submarine programs, naval installations, shipyard or depot-level maintenance activities, shore infrastructure planning, or fleet sustainment operations.
• Ability to support Columbia-class transition infrastructure planning, including physical plant assets, dry docks, piers, specialized maintenance shops, industrial equipment, laydown areas, shore utilities, and other facilities required to support SSBN sustainment and modernization.
• Ability to coordinate across NAVSEA program offices, NAVFAC, CNIC, Submarine Type Commanders, regional commands, public shipyards, Naval Warfare Centers, TRF Bangor, TRF Kings Bay, and other government or contractor stakeholders.
• Ability to review POM requirements, MILCON requirements, facility sustainment, restoration, and modernization needs, funding alignment, infrastructure schedules, transition milestones, and facility-related risks.
• Strong analytical, organizational, documentation, coordination, and problem-solving skills, including the ability to translate ship technical and sustainment requirements into shore-side infrastructure requirements and executable planning products.
• Proficiency with Microsoft 365, including Word, Excel, PowerPoint, Outlook, and Teams, and the ability to prepare correspondence, briefings, reports, trackers, executive summaries, and leadership decision products.
• Excellent verbal and written communication skills suitable for preparing briefings and formal correspondence for senior NAVSEA, NAVFAC, CNIC, Fleet, and program leadership.
• Preferred Qualifications
• Direct experience working with NAVFAC or CNIC execution processes, MILCON programming, shore installation management, facility planning, or infrastructure project execution.
• Deep familiarity with Trident Refit Facilities, Pacific and Atlantic Fleet SSBN operations, dry dock operations, submarine maintenance philosophies, depot-level upkeep requirements, and strategic deterrence shore infrastructure.
• Knowledge of submarine acquisition and in-service maintenance interfaces, including experience coordinating requirements between program offices, fleet maintenance organizations, installation commands, and shore infrastructure stakeholders.
• Experience developing technical documentation, transition agreements, issue papers, executive correspondence, and formal Navy correspondence in accordance with applicable Navy standards.

• Active DoD Secret security clearance is highly desired; however, candidates eligible to obtain and maintain a DoD Secret security clearance will be considered. The selected candidate may receive a contingent offer if they do not hold an active clearance. A start date may be established once a final Secret clearance is granted.
