CGS is seeking an experienced Program Analyst to fulfill the operational needs for a large Federal agency initiative.

- Identifying CGAPP issues and coordinating requirements, schedules, and program development recommendations.
- Identifying and addressing potential delays in training class assignments.
- Directing complex program studies that impact pilot training and resource policies, with significant fiscal implications.
- Collaborating with NASC, CNATRA, and other departments to address current issues, approaches, and techniques.
- Evaluating and improving pilot production processes.
- Determining resource requirements and allocating resources across training sites.
- Seeking ways to improve administration, management processes, and mission quality through best practices.
- Acting as the principal CGLO Pensacola representative for CGAPP and other pilot training forums with the Department of Defense (DOD) and foreign services.
- Oversee Coast Guard flight training production using CGAPP databases such as the Naval Aviation Integrated Production Data Repository (NIPDR) and Tango Sierra Hotel Aviation Readiness Program (TSHARP).
- Communicate critical information to USCG leadership for program evaluation and decision-making.
- Analyze data to identify trends, issues, and develop new assessment methods for program effectiveness.
- Manage the collection and reporting of student flight and ground training progress through TSHARP.
- Ensure timely and accurate information is available to support resource decisions.
- Use student management systems to oversee and guide student performance evaluation and tracking.
- Conduct long-term performance trend evaluations and adjust training systems as needed.
- Manage the syllabus flow of all Coast Guard students through NASC, CNATRA, and AETC.
- Address training and quality of life issues for students.
- Direct point of contact for the Student Control office at NAS Pensacola and NAS Whiting Field, FL.
- Coordinate all student control administration, processes, and procedures within NASC, TRAWING FIVE, its six assigned Aviation Training Squadrons, and the USAF 23d FTS.
- Resolve conflicts and resource competition with subordinate commands, other TRAWINGs, and higher headquarters.
- Offer technical guidance and recommendations on established student control policies and procedures.
- Develop procedures for reviewing and verifying student Aviation Training Jackets (ATJ) information.
- Monitor squadron compliance with regulations and ensure complete adherence to all student training directives.
- Address and resolve conflicts in student aviation training information.
- Review, coordinate, and recommend changes to forms and the administrative transmittal of ATJs.
- Manage all Coast Guard flight students in pre-training, primary training, and advanced training pools.
- Coordinate with Naval Aviation Squadron Production Process Officers (NAPPO) to align student training with production goals.
- Monitor student class check-in procedures and provide daily assistance and guidance.
- Maintain automated student recall/transfer rosters.
- Oversee daily/weekly inter/intra-TRAWING student flow.
- When required, provide training, counseling, and mentoring to all Coast Guard student naval aviators.
- Manage post-training transfer/re-assignment and re-designation processes for students awaiting attrition.
- Provie mentorship and guidance concerning the aviation training program to all Coast Guard student military personnel assigned to CGLO.
- Complete all performance management tasks promptly.
- Notify CGLO personnel when Coast Guard SNAs need to be held accountable and make meaningful performance distinctions.
- Promote student development and training.
- Work with CGLO to address performance and conduct issues promptly.
- Make independent recommendations concerning the student aviation training program.
- Provide recommendations and solutions for complex or precedent-setting situations.
- When required by CGLO, provide written input on tasks and observations for OER Duty Under Instruction (DUINS) for all Coast Guard student aviators to the Deputy CGLO.
- Collaborate with the Deputy CGLO on the workflow of all permanent party OERs and Enlisted Evaluation Reports (EERs).
- Exercise judgment in selecting and applying relevant directives, practices, and precedents, even when they may not directly align with the scope of assignment.
- Oversee all documentation required for student programs and instructor requirements
Qualifications:
- Maintain comprehensive knowledge of CNATRA/NATRACOM and CGLO flight training missions, operations, products, services, and goals.
- Understand CNATRAINST 1500.4 (Student Naval Aviator Training and Administration Manual) and related policies, procedures, directives, and regulations.
- Demonstrate the ability to work independently, identify problems, and design student production plans with at least a bachelor’s degree and one year of relevant experience.
- Apply qualitative and quantitative methods to assess the efficiency and effectiveness of flight training programs and student control processes.
- Develop and evaluate new or modified program objectives and operations.
- Understand aviation training program management policies and principles to analyze and recommend improvements.
- Be knowledgeable in Coast Guard and Navy programming, budgeting, and planning tools, including CGAPP manpower requirements and TSHARP.
- Acquire and apply knowledge of CG directives and policies related to training management.
- Use analytical, statistical, accounting, and economic principles to address program problems and recommend solutions.
- Communicate effectively in oral and written forms to present recommendations, reports, and proposals. Build and maintain effective relationships with peers, supervisors, and senior leadership.
