JOB SUMMARY
The Lien Administrator/Processor is a professional position, responsible for providing the legal documents and research for the legal process involved in placing a lien on residential and commercial property after an involuntary abatement. The position will secure the legal documents necessary for involuntary abatement including following the necessary procedures. The position further gathers, formats, and organizes data pertaining to abatement and liens for properties or structures considered an irreparable nuisance or safety hazard to the community. The work includes processing evidence from the Abatement Coordinator and using an understanding of the legal process of abatement in order to put together a case for the Abatement Coordinator to use in court as justification for placing a lien on severely neglected properties. The position performs complicated title searches and reviews to identify and locate property owners. The position provides professional and technical services to the Director, Code Enforcement Officers, Court Officials, Abatement Coordinator, and general public regarding abatement, liens, permits, city codes, and general matters pertaining to violations. Work is performed on the basis of the law and specific procedures. The position requires a professional that is familiar with federal, state, and local laws, codes, ordinances and regulations.
QUALIFICATIONS
Education and Experience:
A bachelor's degree in criminal justice, public administration, civil engineering, computer science, technology, or a related field from an accredited college or university is preferred. A master's degree, advanced education, or registration as a legal professional in the State of Texas is preferred. Five years' experience in code enforcement, abatement, or legal administration is required.
Special Requirements:
- Possession of a valid Texas Class C driver's license or higher.
- Certification and licensed by the State of Texas as a Code Enforcement Officer, or able to obtain the Code Officer Certification within a 12-month period. Must maintain Code Enforcement Certification.
- Health and Safety, non-structural Code Enforcement Officer Certificate preferred.
- Ability to speak Spanish strongly preferred.
Knowledge, Skills and Abilities:
- Knowledge of various state statutes and local ordinances, codes and regulations pertaining to possible violations, abatement and lien processing.
- Skill in conflict resolution and negotiation.
- Skill in reading maps, interpreting ordinances and understanding highly technical or specialized materials.
- Skill in preparation and presentation of technical material.
- Ability to communicate effectively both verbally and in writing.
- Ability to establish and maintain good working relationships with outside agencies, various boards and commissions, citizens, and other City departments.
- Working knowledge of federal guidelines and regulations pertaining to the legal processes of abatement and lien processing.
- Skills in property ownership research and title review.
- Computer skills and technology.
- Knowledge of windows-based software packages.
- Working knowledge of Maplnfo, AutoCAD, GIS applications or similar software is beneficial.
- Legal or prior knowledge of abatement is beneficial.
- Working knowledge of Code Enforcement software is beneficial.
PHYSICAL DEMANDS
Requires the ability to exert up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Work involves a lot of walking. Additionally, the following physical abilities are required: balancing, grasping, hearing, lifting, mental acuity, reaching, speaking, talking, visual acuity, and walking.
