This position is a supervisory position within the Public Works Department in the Streets Division.  Responsible for the supervision of division personnel involved in street, sidewalk, drainage, construction, landscape, and maintenance.  Assigns work orders to division forepersons according to available personnel, equipment, and material resources.  Provides administrative support for various department activities as needed.
 
  • Assigns work orders to forepersons and coordinate construction and maintenance projects of city streets, walks, drainage systems and similar projects.
  • Inspects ongoing projects for compliance to plan and division work and safety standards. Adjusts as needed. Interprets and explains city and department policies and procedures to employees.Procures the necessary equipment, materials, and supplies for all projects.  Allocates materials and coordinates delivery with foreperson and or suppliers.

  • Provides training and technical assistance to forepersons and subordinates on the job site as needed.  Develops a training program for safety, and equipment operation; monitors success of the program and counsels or adjustments as needed.
  • Working knowledge of basic drafting skills and computer aided drafting systems (Auto CAD).
  • Knowledge of safety rules and regulations.
  • Excellent verbal and written communications and ability to ensure supervisory directives are completed according to plan. Ability to maintain positive relations with division subordinates and city/BLW employees and public.
  • Knowledge of supervisory methods, personnel regulations including hiring, interviewing and termination procedures.
  • Ability to maintain accurate written and electronic records in job costs, time management, and inventory control.
  • Provides administrative functions for the division including overtime approvals, vacation and leave requests, position requisitioning, interviews for hire, counseling for disciplinary actions, and budget recommendations.  Additionally responsible for ensuring that all required performance evaluations are completed from the subordinate supervisory staff in a timely manner.  Provides instruction in the proper procedures in completing performance evaluations.  Reports serious disciplinary or continual substandard performance matters to the Deputy Director of Public Works - Operations; recommends action to be taken and provides documentation as needed.
  • Responds to citizen complaints and takes corrective action; follows up to ensure resolution of complaints.  Notifies the Deputy Director of Public Works – Operations of serious or unresolved complaints. Coordinates emergency calls for repair services and supervises crews as necessary.
  • Coordinates division projects with other city/BLW departments as appropriate.
  • During inclement weather and/or emergencies is required to work 12-hour shifts until normal operations can be resumed.
  • Performs other related duties as needed.   


Preferred Qualifications:
 
  • High school diploma or GED and a minimum of 5 years’ experience supervising street repair and maintenance crews at the foreperson or higher level.
  • Ability to use a PC and MS Word, Excel, and other applications to compose brief letters, job estimation and costing, budgeting and E-mail communications. 
  • Must have a Class A Commercial driver’s license and a satisfactory seven-year driving history to include no DUI’s within the last five years. Ability to pass a physical exam at time of hire.
  • Ability to operate and instruct others in the operation of heavy street repair and other related equipment.
  • Working knowledge of basic drafting skills and computer aided drafting systems (Auto CAD).
  • Knowledge of safety rules and regulations.
  • Excellent verbal and written communications and ability to ensure supervisory directives are completed according to plan. Ability to maintain positive relations with division subordinates and city/BLW employees and public.
  • Knowledge of supervisory methods, personnel regulations including hiring, interviewing and termination procedures.
  • Ability to maintain accurate written and electronic records in job costs, time management, and inventory control.
  • Knowledge of street construction materials, and methods of concrete, asphalt, grading, sidewalk construction, curb and gutter construction, laying pipe., and landscaping
  • Knowledge of Georgia DOT standards specifications and practices.
  • Working knowledge of traffic safety standards (MUTCD).
  • Ability to use a desktop computer and basic applications as needed.
