Responsibilities

  • Provide construction management oversight for multiple federal construction projects from pre-award through project closeout.
  • Review construction drawings, specifications, Requests for Proposal (RFPs), and contract documents for constructability and compliance.
  • Conduct routine site inspections to monitor construction progress, workmanship, quality, and contractor compliance.
  • Coordinate and attend pre-bid conferences, preconstruction meetings, quality control meetings, partnering sessions, schedule reviews, and final inspections.
  • Review contractor submittals, schedules, quality control plans, environmental protection plans, accident prevention plans, and Activity Hazard Analyses (AHAs).
  • Monitor contractor Requests for Information (RFIs), recommend technical solutions, and coordinate responses with designers and Government stakeholders.
  • Ensure contractor compliance with NAVFAC quality control requirements and the Three-Phase Quality Control Process.
  • Review contractor schedules, invoices, progress payments, retainage recommendations, and contract modifications.
  • Prepare technical reports, project status updates, independent government estimates (IGEs), and documentation supporting Contracting Officer decisions.
  • Support contract closeout activities, including punch lists, warranties, Operations & Maintenance (O&M) manuals, DD Form 1354 documentation, and as-built drawings.
  • Mentor junior construction personnel and participate in continuous process improvement initiatives.
  • Perform additional duties as assigned.

Requirements

  • Clearance
    • Active Secret Security Clearance required
  • Education and Certifications:
    • Bachelor's degree in Engineering (ABET accredited), Construction Management, Engineering Technology, or Architecture (NAAB accredited)
    • Ability to pass the USACE EM 385-1-1 Safety & Health Examination within 15 days of onboarding
  • Required Experience and Skills:
    • Federal construction contract administration
    • Construction scheduling and budgeting
    • Quality assurance and quality control
    • Engineering principles
    • Construction safety regulations
    • Minimum 7 years of experience as a Construction Manager, Project Manager, Field Engineer, or Quality Control Manager supporting commercial, industrial, military, utility, or waterfront construction projects valued at $5 million or greater
    • Strong knowledge of:
  • Knowledge, Skills & Abilities
    • Thorough understanding of NAVFAC construction management practices
    • Strong leadership and project coordination skills
    • Ability to interpret complex engineering drawings and contract documents
    • Excellent problem-solving and decision-making abilities
    • Strong negotiation and conflict resolution skills
    • Ability to effectively communicate with contractors, designers, contracting officers, and senior Government officials
    • Ability to manage multiple concurrent construction projects 
  • Preferred Qualifications
    • Licensed Professional Engineer (PE) or Registered Architect (RA)
    • Previous experience supporting NAVFAC or USACE military construction programs
    • Experience with NAVFAC Business Management System (BMS)
    • Working knowledge of Federal Acquisition Regulations (FAR) and NAVFAC acquisition processes
