Under direct supervision of the Executive Director for Employee and Labor Relations, the Employee and Labor Relations Specialist provides complex level counsel, direction and recommendation to administrators, represented/non-represented staff, union partners and third parties related to all HR functions, formal and informal union grievances/CBAs and related activities. Provides complex level administrative support for workplace concerns, investigations, and disciplinary actions and prepares all related documentation. Works toward resolving complex University issues identifying macro/micro impacts to the University.

Responsibilities

Incumbent provides administrative professional support for the Employee and Labor Relations unit's day-to-day operations including but not limited to; coordinating monthly LMC and/or ad hoc meetings with union partners; coordinating meetings with, campus stakeholders, Chancellor’s Office Labor Relations and/or University Legal Counsel; and responding to Requests for Information. Maintaining and balancing numerous highly sensitive, confidential, complex, and dynamic issues occurring simultaneously or in quick succession while protecting University interests and employee rights.

Cultivates rapport with employees and Union representatives while in conflict to achieve desired outcomes. Interprets applicable policies, procedures, and Collective Bargaining Agreements in order to provide general to complex guidance and information to administrators, represented/non-represented staff, union partners, and third parties related to all Human Resources functions, formal and informal union grievances/CBAs and related activities, workplace concerns, investigations, and disciplinary action.

Researches and analyzes information with regards to Human Resources and employment laws, regulations, policies, and best practices, to provide guidance and recommendations to administrators, represented/non-represented staff, union partners, and third parties.

Composes written documentation for formal and informal union grievances/CBAs and related activities, corrective action/disciplinary matters and workplace concerns. Conducts preliminary research into production of applicable documents, data, and information. Prepares cases/documentation/witness prep for responding to PERB, SPB, EEOC, litigated matters, or other related hearing, mediations, arbitrations, conferences, and meetings.

Prepares data and statistical analysis reports of ELR activities and assigned projects.

Creates and presents campus training sessions to familiarize audience with university policies, procedures, guidelines, and practices.

Other HR-related duties assigned.

Requirements

Bachelor’s degree or professional training program specific to the position and directly related work experience, or a combination of education and (3) years related experience that demonstrates the ability to perform the essential functions of the position.

Fundamental written and oral communication skills, including a basic foundation of English grammar, spelling and punctuation.
An ability to understand basic office procedures; an ability to operate standard office equipment; and an ability to perform basic arithmetic.
Basic typing and keyboard skills. Proficient in MS Office Suite.
Ability to use utmost discretion and keep sensitive information confidential.
Excellent interpersonal skills. Detail Oriented. Ability to work as a team player and meet deadlines.
Ability to remain calm under pressure.
Ability to understand problems broadly and develop strategic solutions.
Ability to handle sensitive situations and demonstrate consultative skills with internal and external groups
Possess advanced time management and analytical skills.
Exhibit strong critical thinking, analytical, research, problem-solving, and conflict resolution skills.
Ability to maintain confidentiality and security of sensitive records.
Possess advanced knowledge of state and federal employment and education laws and regulations.
Ability to organize and plan work, handle multiple priorities, and make independent decisions.

Experience in Higher Education and unionized settings preferred.

What We Offer

The salary offered will take into account internal equity and experience among other factors.

Anticipated Hiring Range: $4,687 – $5,417 monthly.

The CSU system provides a comprehensive benefit package that includes medical, dental and vision plans, membership in the California Public Employees Retirement System (CalPERS), sick and vacation time, and 15 paid holidays a year. Possession of a valid Driver's License is required.  Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.

The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.

This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
