\r\n\r\n\r\n\r\nThe Department of Administrative Services (DAS) is accepting applications for an anticipated opening for an ADA Specialist (Human Resources Specialist) in Hartford.�\r\n\r\n\r\n\r\n\r\n\r\nWHAT WE CAN OFFER YOU\r\n\r\n\r\n Visit our State Employee Benefits Overview page!\r\n A healthy work/life balance to all employees.\r\n\r\n\r\n\r\n POSITION HIGHLIGHTS\r\n \r\n Full-time, 40 hours/week.\r\n Monday - Friday, 8 hours per day.\r\n Centrally located in Hartford, CT (450 Columbus Boulevard).\r\n Hybrid work schedule (combination of in-office and telework in accordance with the Telework Policy).\r\n \r\n \r\n \r\n \r\n \r\n \r\n \r\n THE ROLE\r\n The ADA Specialist will�support state employees by guiding them through the accommodation process under the Americans with Disabilities Act (ADA) and the Pregnant Workers Fairness Act (PWFA). You will manage a caseload of accommodation requests and facilitate the interactive process, in compliance with state and federal requirements. This position reports to the ADA Manager (Principal Human Resources Specialist).\r\n \r\n As part of the ADA Team, you will work both independently and collaboratively with Shared Services colleagues, agency managers, and Human Resources Business Partners. You will provide clear guidance and excellent customer service to help employees and managers understand their rights and responsibilities. Many cases involve navigating intersections with other laws, including the Family and Medical Leave Act (FMLA) and workers’ compensation. The ADA Specialist will interpret supporting documentation and provide clear guidance to employees and management throughout the interactive process.�\r\n \r\n \r\n In this role, you can expect to:\r\n \r\n \r\n Manage the intake of accommodation requests, evaluate eligibility, and issue required notices and determinations.\r\n Conduct thorough review of medical and supporting documentation and follow up when clarification is needed.\r\n Maintain clear, comprehensive documentation throughout the accommodation process.\r\n Partner with agency HR Business Partners to evaluate potential accommodations.\r\n Provide guidance to employees and management on the interaction of various employee leave entitlements and the ADA.\r\n Ensure compliance with federal and state regulations, HR policies, and collective bargaining agreements.\r\n Communicate with employees, management, HR Business Partners to ensure cooperative relationships and collaborative solutions.\r\n Analyze issues and recommend appropriate actions in collaboration with your supervisor.\r\n \r\n \r\n This role offers meaningful problem-solving opportunities, and the ability to support thoughtful decisions that help employees perform their jobs effectively. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Administrative Services (DAS) this class is accountable for independently performing a full range of professional human resources duties within a specialized service delivery team or a unit with statewide impact.\r\n

EXAMPLES OF DUTIES

\r\n \r\n Proposes, formulates and implements program policies and operational procedures;\r\n \r\n \r\n Screens, refers and recommends candidates for employment;\r\n \r\n \r\n Interprets, administers and ensures compliance with human resources, employment and equal opportunity laws, regulations, policies and procedures;\r\n \r\n \r\n Processes human resource records and transactions;\r\n \r\n \r\n Develops new job classifications and new job classification series and uses job evaluation systems and methodologies to evaluate jobs and set salaries;\r\n \r\n \r\n Communicates with agency human resources partners, bargaining unit representatives and other stakeholders to ensure cooperative relationships;\r\n \r\n \r\n Implements and may assist in developing training programs;\r\n \r\n \r\n Advises administrative officials, managers and supervisors regarding program policy and guidelines; \r\n \r\n \r\n Develops materials for recruitment programs;\r\n \r\n \r\n Collaborates with administrative officials in strategic planning to ensure alignment of activities with organizational goals and strategies;\r\n \r\n \r\n Monitors and makes recommendations for emerging program needs;\r\n \r\n \r\n Maintains human resources information systems;\r\n \r\n \r\n Processes workers' compensation claims;\r\n \r\n \r\n Provides assistance to employees in areas such as leaves (e.g., family, medical, military), and tuition reimbursement;\r\n \r\n \r\n \r\n Conducts audits of agency transactions to ensure business rules are followed;\r\n \r\n \r\n Analyzes and resolves problem situations and takes or recommends appropriate action;\r\n \r\n \r\n Performs job audits, or other fact finding techniques, related to individual job classification and job classification studies;\r\n \r\n \r\n Prepares or directs preparation of reports, manuals and correspondence;\r\n \r\n \r\n Interprets and ensures adherence to collective bargaining agreements;\r\n \r\n \r\n Participates in the recruitment and hiring of staff, including outreach, interview and selection;\r\n \r\n \r\n Ensures all records, files and folders are maintained, updated and digitized, where applicable;\r\n \r\n \r\n May serve on human resources project teams involving the conduct of best practice research and the development and implementation of new systems, training initiatives and other projects with statewide impact;\r\n \r\n \r\n Performs related duties as required.\r\n \r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n \r\n Knowledge of\r\n \r\n relevant state and federal laws, statutes, regulations, policies and procedures;\r\n human resources management;\r\n employment practices related to civil rights, equal employment opportunity, job classification, recruitment and selection, compensation and benefit programs, pay administration, workers compensation and labor relations;\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;\r\n conflict resolution skills;\r\n \r\n \r\n Ability to\r\n \r\n analyze and balance partners need with laws, regulations, policies, procedures and collective bargaining agreements;�\r\n strategically plan, including succession planning;�\r\n apply innovative solutions to organizational problems.\r\n \r\n \r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Seven (7) years of professional experience in human resources management or equal employment opportunity/affirmative action\r\nor labor relations management.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the junior working level in human resources management or equal employment opportunity/affirmative action or labor relations management. \r\nNOTE: For state employees this experience is interpreted at the level of a Human Resources Associate, Human Resources Generalist 1, or Equal Employment Opportunity Specialist 1.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.�\r\n A Master's Degree in human resources management, labor relations, business administration, public administration or a closely related field or a law degree may be substituted for one (1) additional year of the General Experience.\r\n For state employees one (1) year as a Human Resources Associate, Human Resources�Generalist 1, or�Equal Employment Opportunity Specialist 1 may be substituted for the General and Special Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n Bachelor's Degree.\r\n Experience facilitating the interactive process for employee accommodation requests submitted pursuant to the Americans with Disabilities Act (ADA) and the Pregnant Workers Fairness Act (PWFA).\r\n Experience managing the interaction of family and medical leave entitlements in conjunction with the application of an employee’s rights under the Americans with Disabilities Act (ADA).\r\n Experience fostering partnerships with stakeholders.\r\n Experience utilizing employee file management systems.\r\n Experience collaborating effectively within a team.\r\n\r\n

SPECIAL REQUIREMENTS

\r\n\r\n\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's license.\r\n Incumbents in this class may be required to travel.\r\n\r\n\r\n
