The position is located at DOC Central Office at�24 Wolcott Hill Road in Wethersfield, CT.�Telework opportunities may be available upon successful completion of the working test period. PURPOSE OF JOB CLASS (NATURE OF WORK)
In the Departments of Correction, Developmental Services, Mental Health and Addiction Services, Public Health, Social Services or the Office of the State Comptroller this class is accountable for performing the most complex tasks in the analysis of financial, utilization and management records of health care facilities and/or providers or health insurance providers.\r\n
EXAMPLES OF DUTIES
\r\n Performs the most complex duties in the review of materials to determine compliance with requirements contained in Connecticut General Statutes and agency regulations;\r\n Assists in development of procedures, documentation references and computer programming and data base management to provide efficient and effective use of staff resources;\r\n Reviews and evaluates financial, utilization and management records of health care facilities and/or providers toward various ends;\r\n Prepares complex financial, narrative and statistical reports;\r\n Reviews findings and conclusions with senior staff;\r\n Conducts research and analysis as needed for special projects;\r\n Provides staff training and assistance;\r\n Performs related duties as required.\r\n\r\n\r\n\r\nDEPARTMENTS OF CORRECTION AND MENTAL HEALTH AND ADDICTION SERVICES:\r\n\r\n Analyzes and evaluates complex budget, expenditure, utilization, rate setting and/or revenue issues within behavioral health programs;\r\n Prepares reports of findings for decision and policy making purposes;\r\n May prepare cost-based rate proposals for provider services;\r\n Performs related duties as required.\r\n\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n\r\n Considerable knowledge of principles and practices of financial management including organization, administration, management, finance, budgeting, auditing and accounting;\r\n Knowledge of health care industry;\r\n Skills\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Considerable ability in interpretation and analysis of complex financial, statistical and technical data;\r\n Ability to utilize computer software.\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of professional experience in financial management with some experience in health care management.\r\nNOTE: Financial management is defined as professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures of a business organization.\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
\r\n College training be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in accounting, finance or other closely related field or public health with some college courses in accounting or finance may be substituted for one (1) additional year of the General Experience.\r\n Professional experience in health care facility administration, health program administration, health insurance administration, health planning or other health care related fields may be substituted for the General Experience on a year for year basis to a maximum of one (1) year.\r\n\r\n\r\n\r\n
PREFERRED QUALIFICATIONS
\r\n\r\n Experience performing data analysis, fiscal review, or program evaluation in a government, health care, Medicaid, or compliance-driven environment\r\n Experience coordinating or administering time study programs or other federally regulated sampling processes\r\n Experience reviewing or validating accounting structures\r\n Experience preparing financial, analytical, or statistical reports for decision-making\r\n Experience with comparable financial platforms used for expenditure tracking and reporting\r\n Experience identifying and resolving analytical or compliance issues and implementing corrective actions\r\n Experience providing training or lead-level technical support\r\n Demonstrated Microsoft Excel skills and experience (formulas, pivot tables, data validation, etc.)\r\n Demonstrated communication skills and experience collaborating with multi-agency partners\r\n\r\n\r\n
