Click here for more information.\r\n\r\nPosition Highlights\r\nAs Office Director you will:\r\n\r\n\r\n Manage Education, Outreach and Encforcement staff;\r\n Supervise PURA’s prosecutorial functions in docketed proceedings;�\r\n Oversee the public engagement conducted by PURA staff; and�\r\n Perform investigative functions as needed.\r\n\r\nThis is a full-time position. A hybrid schedule may be available based on agency need.\r\n\r\n\r\n\r\nAbout Us\r\nPURA is statutorily charged with regulating the rates and services of Connecticut's investor owned utility companies. Ensuring affordable and reliable service from the electric, natural gas, and water sectors is critical to maintaining public health and safety and a thriving economy in the state of Connecticut. PURA is statutorily charged with regulating many aspects of Connecticut's utility sector, including but not limited to: ensuring the prudence of electric system modernization, natural gas system expansion and water system infrastructure investments, reviewing mergers and acquisitions in all the above regulated sectors, conducting periodic utility rate cases, overseeing safety, and investment for the state's telecommunications infrastructure, and implementing federal requirements for natural gas pipeline safety.\r\n\r\n\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Energy and Environmental Protection, the Office of Consumer Counsel and the Public Utilities Regulatory Authority this class is accountable for directing the staff and programs of an office.\r\n

EXAMPLES OF DUTIES

\r\n\r\n\r\n Directs staff and operations of a major program office;\r\n Coordinates, plans and manages office activities;\r\n Formulates and implements office goals and objectives;\r\n Reviews and evaluates effectiveness of established or proposed policies and/or programs, assesses options, develops recommendations for improvement and drafts policy statements and regulations;\r\n Interprets and administers pertinent laws;\r\n Evaluates staff;\r\n Prepares or assists in development of office budget;\r\n Serves as liaison with other agencies, municipal, state and federal governments who might impact on program activities;\r\n Meets with outside agencies to advise on departmental policies and procedures;\r\n Evaluates operations and projects assigned to office;\r\n Provides technical direction to unit staff;\r\n Provides information to community;\r\n Represents department at meetings;\r\n Responds to inquires relating to assigned programs;\r\n Prepares reports and correspondence;\r\n Leads the recruitment and hiring of staff, including outreach, interview and selection;\r\n May advise senior level staff on status of permits, process management, projects, legislation and policy and regulations pertaining to assigned areas of responsibility;\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n\r\n Considerable knowledge of\r\n \r\n and ability to interpret and apply relevant state and federal environmental, energy, climate mitigation or adaptation, public utility, broadband, telecommunications, conservation and/or environmental justice or equity programs laws statutes, and regulations;\r\n environmental protection and energy principles, practices and issues;�\r\n \r\n \r\n Knowledge of and ability to apply management principles and practices;\r\n Considerable\r\n \r\n interpersonal skills;\r\n oral and written communication skills;\r\n \r\n \r\n Analytical, negotiation and organizational skills;\r\n Ability to initiate and direct programs.\r\n\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Nine (9) years of professional experience in the energy, environmental, broadband, and/or telecommunications field.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training in a scientific or technical discipline in energy,\r\n environmental, climate mitigation or adaptation, public utility, broadband,\r\n telecommunications, and/or environmental justice or equity fields including but\r\n not limited to engineering, biological, physical, earth or environmental\r\n sciences, natural resources management, renewable energy, energy conservation,\r\n public policy or administration, economics, or related field may be substituted\r\n for the General Experience on the basis of fifteen (15) semester hours equaling\r\n one-half (1/2) year of experience to a maximum of four (4) years for a\r\n Bachelor's Degree.\r\n A Master's Degree in a scientific or technical discipline in\r\n the energy or environmental, climate mitigation or adaptation, public utility,\r\n broadband, telecommunications, and/or environmental justice or equity fields\r\n including but not limited to engineering, biological, physical, earth or\r\n environmental sciences, natural resources management, renewable energy, energy\r\n conservation, public policy or administration, economics, or related field, or\r\n a Juris Doctor degree, may be substituted for one (1) additional year of the\r\n General Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n Experience working on utility regulatory issues, energy affordability, consumer assistance, and education;\r\n Experience with managing and leading teams, projects, and individuals while organizing tasks to achieve specific goals within set limits for time, budget, and scope;\r\n Experience writing technical reports or legal reports and delivering oral presentations on those reports;\r\n Experience in project management, and experience managing projects that require interdepartmental communication;\r\n Experience with data analysis and database management;\r\n Experience with Microsoft Office 365 applications, including SharePoint and Teams;\r\n Experience independently managing two or more projects involving docketed proceedings, internal and external stakeholders, and shifting priorities to meet project and statutory deadlines.\r\n Experience communicating with stakeholders involved in PURA proceedings, such as state agencies, municipalities, consumer representatives, or other entities subject to PURA’s jurisdiction.\r\n\r\n
