Learn more about all Connecticut has to offer.\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n Full-Time, 40 hours per week\r\n Monday through Friday\r\n Location: Hartford, CT\r\n\r\n\r\nABOUT THE ROLE\r\n\r\nThis position will report to the Document Review Supervisor and may lead lower-level employees as assigned in this high-volume unit.� Responsibilities include supporting staff, monitoring workflow and productivity, ensuring accuracy and compliance with statutory requirements.��The position number is 152932.\r\n\r\n\r\nABOUT US\r\nThe Office of the Secretary of the State is designated by the Constitution and General Statutes of Connecticut as the official keeper of a wide array of public records and documents.� As a vital source of information regarding various businesses, commercial lenders, elections, legislation, regulations and other areas, this office is responsible for responding to more than 600,000 request for information annually.\r\n\r\n\r\nThe Business Services Division (BSD) is seeking a License and Application Specialist for the Document Review Unit.� The newly expanded unit consists of 12 employees responsible for processing business filings, service of process, Uniform Commercial Code (UCC) filings, and requests for certified copies and special certificates.\r\n

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for performing the most complex tasks in the analysis and processing of license and registration applications in an agency with regulatory responsibility for specific industries or businesses.\r\n
EXAMPLES OF DUTIES
\r\n\r\n\r\n Performs the most complex related duties in processing complex certificate and permit applications;�\r\n Receives and processes fees;�\r\n Studies and analyzes factors and incidents impacting on regulatory responsibility and makes recommendations to implement changes;�\r\n Acts as a hearings officer or participates in public hearings concerning issuance, revocation or amendment of certificates and permits;�\r\n Explains laws and agency regulations to applicants and the public;�\r\n Prepares correspondence;�\r\n Assists in rate case matters;�\r\n May perform or supervise investigations of violations;�\r\n May supervise examination of and approve application process for interstate permits;�\r\n Performs related duties as required.\r\n\r\n\r\nAGENCY RESPONSIBLE FOR ADMINISTRATION OF PROOF OF FINANCIAL RESPONSIBILITY FOR REGULATED TRANSPORTATION SERVICES:\r\n\r\n\r\n May supervise or perform issuance of identification stamps or permits for regulated transportation services and keeping of appropriate records;�\r\n May supervise or perform administration of evidence of financial responsibility of licensees.\r\n\r\n\r\n\r\n
KNOWLEDGE, SKILL AND ABILITY
\r\n\r\n\r\n Knowledge of\r\n \r\n relevant licensure, certification or permit functions of regulated entities;�\r\n relevant regulated industry operations, practices and procedures;�\r\n statistics;�\r\n \r\n \r\n Skills\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to\r\n \r\n understand, interpret and apply laws, regulations and other written materials pertaining to entities regulated by department;�\r\n research, analyze and evaluate data and prepare comprehensive written reports;�\r\n utilize computer software.\r\n \r\n \r\n\r\n\r\n\r\n
MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE
Seven (7) years of clerical or technical experience in a regulated industry or with a regulatory agency.\r\n
MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE
\r\nOne (1) year of the General Experience must have been in preparing material for or actively participating in, hearings concerning the regulatory process.\r\n\r\n\r\nNOTE: For state employees this experience is interpreted at the level of a License and Applications Analyst.\r\n\r\n
MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n
PREFERRED QUALIFICATIONS
\r\n Working experience with the Uniform Commercial Code and State of Connecticut Business Registrations, as well as Titles 33 and 34 of the Connecticut General Statutes.\r\n Experience reviewing and approving complex or escalated documents for accuracy, completeness, and compliance with applicable statutory laws, regulations, and internal policies.\r\n Experience monitoring workflow of lower-level employees.\r\n Excellent organizational skills and exceptional attention to detail, including managing multiple priorities on short notice, distributing assignments and delegating tasks effectively.\r\n Proficiency in conducting research and gathering information from multiple sources to support decision-making and problem resolution, inclusive of clearly communicating findings to staff, supervisors, leadership and customers.\r\n\r\n
