The Board possesses discretionary authority to grant pardons for criminal convictions and to grant parole to eligible and appropriate offenders in the community under supervision as a means of supporting their successful reintegration into law abiding society.\r\n\r\n\r\nRole Highlights:\r\n\r\n\r\n Hazardous duty position.\r\n Full time, 40 hours a week, on-site.\r\n First shift,�however candidates must have flexibility to change schedule based on operational needs.\r\n Reports directly to the Deputy Director.\r\n Located�55 West Main Street, Waterbury, CT.\r\n\r\nIn This Role You May:\r\n\r\n\r\n Supervise Parole Officers and Support Staff.\r\n Conduct staff training.\r\n Ensure timelines are met for hearings.\r\n Ensure hearings are conducted in accordance with policy and state regulations.\r\n Act as a liaison with other state agencies and law enforcement divisions\r\n Oversee interstate transfer, detainment, exchange and extradition of inmates/parolees.\r\n Review preliminary/revocation summaries, decision information summaries, pardon summaries, requests for warrants, detainers, discharges and violation reports, and all other recommendations of officers in assigned district or unit.\r\n \r\n Carry hearings, pardons, revocations or interstate caseload.\r\n\r\n\r\n\r\nAbout Us:\r\n\r\n\r\nThe Board of Pardons and Paroles is an integral part of the legal system and plays a crucial role in Connecticut's criminal justice policy. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Correction and the Board of Pardons and Paroles this class is accountable for supervising a specialized unit or district office and/or community services programs.\r\n

EXAMPLES OF DUTIES

\r\n\r\n Schedules, assigns, oversees and reviews the work of staff according to policies and procedures;�\r\n Provides staff training and assistance;�\r\n Conducts performance evaluations;�\r\n Determines priorities and plans unit work;�\r\n Establishes and maintains unit procedures;�\r\n Interprets and administers pertinent laws;�\r\n Maintains contact with individuals both within and outside of unit who might impact on program activities;�\r\n Develops or assists in development of related policy;�\r\n Assists in preparation of unit budgets;�\r\n Evaluates, audits and makes recommendations on agency programs and operations;�\r\n Acts as liaison with other operating units, agencies and outside officials as assigned;�\r\n Prepares reports and correspondence;�\r\n Assigns and participates in casework involving adult and young adult offenders;�\r\n Advises Parole Officers individually or at group meetings regarding case problems and policy matters;�\r\n Reviews investigation reports, casework reports, requests for warrants, detainers and discharges and violation reports and all other recommendations of officers in assigned district;�\r\n Authorizes arrest and detention of parolees pending review by director;�\r\n Works with administrative staff on all matters pertaining to parole problems in assigned district or unit;�\r\n Reports to director concerning parole problems in district or unit;�\r\n Develops and implements safety and security measures;�\r\n Handles legislative matters relating to agency operations;�\r\n Interprets institutional and field service programs to families of inmates, law enforcement agencies and other interested citizen and professional groups;�\r\n May investigate allegations of abuse and/or neglect;�\r\n May provide information on agency mission, goals, programs and activities;�\r\n May carry a caseload of parolees;�\r\n May be assigned special administrative duties in Board of Pardons and Paroles, such as supervisor responsible for all matters involving interstate transfer, detainment, exchange and extradition of inmates and parolees;�\r\n May set up hearings for parole releases, parole revocations, parole rescissions, pardons and commutations;�\r\n May be involved with arrests in community;�\r\n May conduct staff training programs;�\r\n Performs related duties as required.\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n Considerable knowledge of\r\n \r\n relevant state and federal laws, statutes and regulations;\r\n relevant agency policies and procedures;�\r\n methods of personal and social adjustment of offenders;�\r\n regulations and procedures governing parole;�\r\n \r\n \r\n Knowledge of\r\n \r\n individual and social causes of delinquency;�\r\n sentencing law;�\r\n welfare resources;�\r\n \r\n \r\n Considerable\r\n \r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Ability to\r\n \r\n manage comprehensive parole programs;�\r\n oversee the supervision of offenders in community-based programs which facilitate successful offender reintegration;�\r\n interpret and apply relevant state and federal laws, statutes and regulations;�\r\n utilize computer software;\r\n \r\n \r\n Supervisory ability.\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

Eight (8) years of experience in parole, probation, community supervision activities, correctional counseling or social work in a correctional or community setting.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

Two (2) years of the General Experience must have been at the level of a Parole Officer 2.\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n\r\n College training in corrections, counseling, criminal justice, human services, psychology, social work or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.\r\n A Master's degree in corrections, parole, counseling, criminal justice, human services, psychology, social work or a closely related field may be substituted for one (1) additional year of the General Experience.\r\n\r\n\r\n

PREFERRED QUALIFICATIONS

• Experience with the Statewide Collaborative Risk Evaluation System (SCORES).\r\n• Experience enforcing Board of Pardons and Paroles policies, procedures, and relevant statutes.\r\n• Experience with the Parole and/or Pardons process.\r\n• Experience with the Department of Correction and Board of Pardons and Paroles violation processes and procedures.\r\n• Experience with the Interstate Compact.\r\n• Experience prioritizing and meeting time-sensitive deadlines.\r\n• Experience resolving stressful and/or difficult situations.\r\n

SPECIAL REQUIREMENTS

\r\n\r\n\r\n Incumbents in this class must possess and retain a current Motor Vehicle Operator license.\r\n Incumbents in this class must be able to obtain certification to carry and use weapons including firearms and chemical agents.\r\n Incumbents in this class must be able to obtain NCIC/COLLECT certification.\r\n Incumbents in this class may be required to speak a foreign language.\r\n\r\n\r\n

CHARACTER REQUIREMENTS

In addition to the checking of references, a thorough background investigation of each candidate may be made before names are certified for appointment. \r\n

PHYSICAL REQUIREMENTS

Incumbents in this class must possess and retain sufficient strength, stamina, agility and endurance to perform all the duties of the class.\r\n

WORKING CONDITIONS

Incumbents in this class may be exposed to a considerable degree of danger of injury or assault by inmates, parolees or persons engaged in deviant behavior, from automobile or other accidents, communicable infectious diseases, disagreeable environmental conditions, confinement within a dangerous and volatile prison population and may be required to exert considerable physical effort such as working in tiring positions, lifting and restraining of offenders.\r\n
