CTDOT has been recently awarded the�Employer of the Year�award by the�Connecticut Society of Civil Engineers�(CSCE) and named the�Women’s Transportation Seminar (WTS) CT Employer of the Year for 2024!\r\n\r\n\r\n\r\nPOSITION HIGHLIGHTS\r\n\r\n\r\n\r\n\r\n Monday - Friday\r\n Full-time (40 hours per week)\r\n First shift\r\n Location: Newington, CT\r\n Hybrid (in office/telework)\r\n \r\n This position is eligible to apply for telework after successful completion of the working test period, and thereafter, in accordance with the Telework Policy.� Employees in their initial working test period must work on site in the office.\r\n \r\n \r\n\r\nTHE UNIT\r\n\r\n\r\nThe DCO is the central construction engineering and administrative office for the Office of Construction, which administers construction projects statewide from design to final acceptance.\r\n\r\n\r\nThe Quality Assurance Unit is responsible for Work Zone Safety, Value Engineering, Records Examination, Constructability Plan Reviews, and Standard Specifications revisions.\r\n\r\n\r\n\r\nTHE ROLE\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\n\r\nThe focus of this position will be continual improvement through supervising and leading staff to assess trends, set review schedules, and administer the review of construction project records and final packages for compliance with the Department’s Policies and Procedures (Construction Manual, Stewardship and Oversight Agreement, etc.), related procedures, and requirements.� This will also include assessment of current procedural requirements based on observations through project reviews and coordinating the recommended updates of procedures by drafting procedural requirements and incorporation of the resulting directives and bulletins into the Office of Construction Manuals.\r\n\r\n\r\nDISCOVER THE OPPORTUNITY TO\r\n\r\n\r\n\r\n\r\n Review construction issues and post construction reviews and assist with developing and scheduling the Bureau of Engineering and Construction Lessons Learned exchanges as well as documentation of recommending best practices;\r\n Act as a liaison with the CTDOT operating units, contractors, other outside agencies, and government officials;\r\n Prepare and update guidelines for the Office of Construction project records and final package examinations based on trends related to existing processes as well as new process requirements;\r\n Provide training to District staff regarding procedures and project recordkeeping;\r\n Assist with development of performance metrics;\r\n Coordinate the start-up of emergency declaration projects and other related duties assigned based on needs of the Unit.\r\n\r\n\r\nOUR MISSION\r\n\r\n\r\nAs one of Connecticut’s largest State agencies, the Connecticut Department of Transportation (CTDOT) employs roughly 3,300 individuals across five bureaus. PURPOSE OF JOB CLASS (NATURE OF WORK)

In the Department of Transportation this class is accountable for acting as a working lead who assists a supervisor in supervising a designated group of employees and/or for performing the most complex engineering or related tasks in one or more aspects of transportation construction engineering projects or studies in the areas of construction, administration, rehabilitation, surveying, testing, materials testing, maintenance or operations.\r\n\r\n

EXAMPLES OF DUTIES

\r\n\r\n Oversees a group of engineers and personnel of lower grade in construction of highways or other transportation projects;�\r\n Acts as a liaison with consulting engineers;�\r\n Trains in-house and consultant inspectors;�\r\n Reviews construction final cost estimates and verifies final payments;�\r\n Serves as technical advisor for construction projects;�\r\n Develops and maintains cost data relative to design, construction and maintenance of highways and bridges;�\r\n Prepares comprehensive reports;�\r\n Develops and maintains standards and specifications for highways and bridges consistent with technological advances in design, construction and maintenance;�\r\n Oversees group of engineers and other personnel conducting preliminary reconnaissance location surveys, preliminary design, estimating and plan preparation or conducting boundary surveys, setting and checking boundary monuments and preparing right-of-way boundary plans;�\r\n Oversees chemical and physical testing and analysis and makes recommendations concerning suitability of construction and maintenance materials;�\r\n Prepares survey reports and recommendations on highway location;�\r\n Performs related duties as required.\r\n\r\n\r\nWORKING LEAD LEVEL:��\r\n\r\n\r\n As assigned by the supervisor distributes, prioritizes, oversees and reviews unit work;�\r\n Provides staff training and assistance;�\r\n Conducts or assists in conducting performance evaluations;�\r\n Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures;�\r\n Recommends policies and standards;�\r\n Prepares reports and correspondence;�\r\n Performs related duties as required.\r\n\r\n\r\n\r\n

KNOWLEDGE, SKILL AND ABILITY

\r\n\r\n Considerable knowledge of\r\n \r\n principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing;�\r\n highway construction methods and materials;�\r\n operational methodologies and established policies;\r\n \r\n \r\n Knowledge of administrative and financial controls with respect to transportation construction engineering plans, contracts, projects and reports;�\r\n Considerable\r\n \r\n analytical, problem solving and technical report development skills;�\r\n interpersonal skills;�\r\n oral and written communication skills;�\r\n \r\n \r\n Considerable ability to interpret and apply principles of information systems and technologies;�\r\n Ability to analyze plans and estimates;�\r\n Supervisory ability.�\r\n\r\n\r\n

MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

A Bachelor’s degree in engineering or construction management and three (3) years of experience in transportation construction engineering.\r\n

MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

One (1) year of the General Experience must have been at the working level in a professional transportation construction engineering capacity.�\r\nNOTE: For state employees this experience is interpreted at the level of a Transportation Engineer 2 (Construction Engineering).\r\n\r\n

MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED

\r\n Possession of Land Surveyor (LS) licensure or Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302 may be substituted for the Bachelor's degree requirement.\r\n Possession of Land Surveyor-In-Training (LSIT) licensure or Engineer-In-Training (EIT) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors consistent with C.G.S.�20-302 may be substituted for the Bachelor’s degree requirement.\r\n Possession of at least Level III certification in the Civil Engineering Technology-Transportation Program, Highway Construction Inspection or Highway Surveys from the National Institute for Certification in Engineering Technologies (NICET) may be substituted for the Bachelor’s degree requirement.\r\n A Master’s degree in engineering may be substituted for one (1) year of the General Experience.\r\n Current incumbents in the class of Transportation Engineer 2 (Construction Engineering) who do not possess the degree or certification/licensure qualifications as detailed on this class specification may be considered for promotion to Transportation Engineer 3 (Construction Engineering) upon having three (3) years of experience in transportation construction engineering. One (1) of the three (3) years must have been as a Transportation Engineer 2 (Construction Engineering).\r\n\r\n

PREFERRED QUALIFICATIONS

\r\n Experience in Construction Project Administration, with preference in preparation, review of documentation and project records managed in accordance with the CTDOT Construction Manual\r\n Experience drafting and applying procedures and specifications related to engineering and construction project delivery\r\n Experience gathering and utilizing data to generate, validate, and present reports to leadership as well as peers and staff\r\n Experience communicating in a leadership capacity through phone, email, and face-to-face interactions\r\n Experience leading or supervising staff and managing responsibilities such as prioritizing tasks, multitasking, and handling varied workloads\r\n Experience with position-relevant software, including AASHTOWare, Microsoft software (including Excel, Word, Project, Teams, and Outlook), CTDOT COMPASS, Power BI, or other position-relevant software\r\n Possession of an engineering degree\r\n Completed and passed the Fundamentals of Engineering (FE) exam\r\n Possession of Engineer-In-Training (EIT) or Professional Engineer (PE) licensure\r\n\r\n

SPECIAL REQUIREMENTS

\r\n\r\n Incumbents may be required to possess appropriate certification from the NorthEast Transportation Training and Certification Program (NETTCP).�\r\n Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator’s license.�\r\n Incumbents may be required to travel.\r\n \r\n\r\n\r\n

WORKING CONDITIONS

Incumbents in this class may be exposed to some danger of injury or physical harm from highway or construction environments and a moderate degree of discomfort from exposure to year round weather conditions.\r\n
