Summary Statement

As Fiscal Advisor II, you will provide in-depth financial analysis of employer accounting records, reports, journals, or statements to determine compliance with pertinent laws and regulations. This role will interpret and apply the Delaware Unemployment Compensation Law to identify coverage under its provisions. Responsibilities will primarily include analysis of employers' total financial status to provide recommendations related to the reduction of debt under the waiver and compromise provisions of the Law; conducting negotiations with employers to obtain overdue unemployment payments, payment plans, interest, and penalties; advising employers of legal actions which may be taken including placement of liens, attachment of employer assists, or prosecution; and advise employers of appeal rights and procedures for filing such appeals.\r\n

Essential Functions

Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.\r\n\r\n\r\n\r\n\r\n Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.\r\n Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.\r\n Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.\r\n Maintains internal controls and applies accounting principles, practices, and standards.\r\n Provides advice and technical guidance on matters in assigned fiscal function(s).\r\n Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning.�\r\n Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information.�\r\n Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.\r\n Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.� ��\r\n Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races.�\r\n May be responsible for purchasing, disbursement, and inventory of equipment and supplies.\r\n\r\n\r\n

Job Requirements

JOB REQUIREMENTS for Fiscal Advisor II\r\nApplicants must have education, training and/or experience demonstrating competence in each of the following areas:\r\n\r\n\r\n \r\n \r\n One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning.�\r\n One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations.�\r\n Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail.\r\n Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.\r\n\r\n\r\n
