Who are we looking for?

Working directly with the EcoRegion PMO Leader (Americas, APAC or EMEA) within the Enterprise-wide Project Delivery group, the Regional Project Management Office Lead (RPMOL) is responsible for establishing a strong project management practice across their local region. 

This role acts as the voice and leadership for the project management practice (Project Directors and Project Managers) within the local region. It drives industry-best-practice improvements in role clarity, career and competency development, and processes and tools, based on a graded approach to project size and complexity. Through this role, the RPMOL ensures that the Business Groups within the region have the capability to effectively manage the delivery of all project types, achieving successful outcomes for both the client and GHD, in alignment with our long-term strategy. 

As this is a practice area role, accountability will be for the effectiveness of project management across the region, with accountability for project execution and staff management remaining within the Business Groups. To achieve this mandate, the RPMOL will be responsible for the effective implementation of regional PMO governance and oversight/leadership provided to the Business Groups. 

This may not be a full-time role, depending on the size and number of Business Groups in the Region, and will likely require 50%+ overhead effort. Therefore, the RPMOL will have project delivery roles, such as a Project Director.

The role is based in Santiago (Chile) with an hybrid work model.

Responsibilities

  • Within the EcoRegion PMO:
    • Work effectively with the EcoRegion PMO to meet the requirements of the Enterprise Project Delivery program
    • Potential involvement in Enterprise-wide PMO focus areas/initiatives
    • Ensure the EcoRegion PMO Leader is aware of and acting on specific regional requirements
    • Responsible for the rollout and effective implementation of any activity/changes to the project delivery framework
    • Assist in the development of enterprise project delivery resources, artefacts and tools that support best-in-class project delivery and make available to project management teams for easy use and incorporation.
  • Within the Region:

    • Accountable for the effectiveness of the Regional PMO in alignment with the needs of the EcoRegion’s project delivery needs
    • Leadership and governance of the project management practice across the region, with the specific requirement to make tangible improvements in project management maturity and effectiveness of the Project Director (PD) and Project Manager (PM) roles
    • Ensure there is effective project management leadership in place within each Business Group to support the delivery of projects of all types/complexities
    • Work with EcoRegion PMO Leaders to ensure there is an effective and well-understood process to provide assurance that the appropriately skilled PM’s and PD’s are delivering the most complex projects
    • Support implementation of best practices, tools, systems and appropriately train staff to effectively execute projects at varying levels of complexity and size
    • Provide support and expertise to local regional management to help with the development of a PM/PDs competency/skills training for all levels of the rostering process
    • Responsible for the effective rollout and implementation of any Enterprise or EcoRegion-driven requirements/initiatives that impact project delivery management 
    • Provide support to PMs and PDs for effective delivery of projects and client pursuits as required
    • Provide PM leadership to the following regional processes:
      • PD and PM roster management
      • PD and PM performance assessments by the Business Group Leaders (BGLs)
      • PD and PM community engagement
      • Project Management advocacy in Tender Review Group (TRG)
      • Project Reviews for regional projects
      • Independent Project Reviews for major or complex projects

     

    Experience and knowledge

 

Experience:

  • A minimum of five years of senior project management leadership experience in an infrastructure consulting firm with project delivery of design, construction, and/or environmental and engineering design in a variety of markets/sectors with a multitude of delivery execution models
  • Experience in delivering to public and private sector clients, preferably in the relevant EcoRegion, that supports the five major markets where GHD is active
  • Experience in roles that involve influencing and leading without direct authority, as well as coaching and developing others.

     

     

Knowledge:

  • Demonstrated ability to develop a high-level management plan and work effectively with other leaders within the local region and EcoRegion PMO
  • Ability to deliver outcomes via indirect rather than direct reporting relationships, largely through influence. This will require the individual to have a strong reputation and a high level of trust/integrity with Business Groups across the region
  • Ability to work under uncertainty and identify and manage emerging risks
  • Maintain focus on local regional objectives of delivering exceptional client experience and achieving strong profitability
  • Understanding of Project Controls is a must, and portfolio analysis tools are a benefit
  • Knowledge of engineering, design and infrastructure delivery practices, including multi-disciplinary packages, project performance benchmarking and earned value management concepts.
  • Strong understanding of project management competencies and skills required within the infrastructure consulting industry, and experience in developing and delivering training, mentoring and career development programs.
  • Knowledge and ability to clearly articulate project management success factors, with great communication skills that enable influence and authority working with senior people in the business

 

Qualifications

  • Degree in Engineering, Science or other discipline relevant to Infrastructure Development or Project Management.
  • This role requires a high level of proficiency in both English and Spanish (written and spoken); this is a mandatory, non-negotiable requirement.
