Communications System Manager

The purpose of this classification is to provide technical guidance and expertise for the acquisition, installation, and maintenance of the County’s 800 MHz Digital Trunked Radio System for all Public Safety agencies in Houston County.

Coordinates in aspects of the acquisition, installation, and maintenance of the 800 MHz Digital Trunked Radio System, which includes working with consultants, vendors, and all Public Safety and other County agency personnel.

Establishes and maintains a coordinative working relationship with all Public Safety agencies in order to ensure that reliable emergency radio and data communications systems are always available to support the critical functions of these agencies.

Performs asset management/inventory control of all infrastructure and subscriber equipment by creating and maintaining a spreadsheet of Motorola equipment and subscriber units provided all Public Safety agencies.

Performs modifications to the communications systems by installing software upgrades and programming fleet mapping templates into all Public Safety agency subscriber units.

Provides performance reports on system usage to Public Safety agencies and other County agency personnel.

Provides information to and trains users on an individual and group basis in the proper operation, usage, and care of equipment.

Maintains records on site acquisition, lease management, site maintenance and compliance reporting as provided by flint Energies.

Oversees the maintenance and repair performed by vendor’s representatives.

Performs related duties as required.

Extensive knowledge of computer networks and software to support maintenance and repair operations.

Knowledge of radio communications systems and emergency communications systems.

Skill in effective leadership, oral and written communications.

Skill in establishing and maintaining good working relationships with customers and fellow employees.

Ability to plan, organized, and coordinate work activities.

Ability to train others in the use of radio equipment.

Ability to prepare reports rom technical information and present this information in both oral and written forms.

Possession of a bachelor’s Degree in computer network management, communications, electrical engineering, or a related field and five (5) years of work experience in maintaining computer networks and/or radio systems, preferably in a public safety environment.  Any equivalent combination of experience and training which provides the required knowledge, skills and abilities may be substituted.  Preference will be given to those candidates that have the following certifications: P25 Radio Systems and VESTA Call Handling System Certification.

MINIMUM REQUIREMENTS TO PERFORM ESSENTIAL JOB FUNCTIONS

PHYSICAL REQUIREMENTS:  Must be able to operate a variety of automated office/computer equipment including a personal computer, mainframe computer, printer, tape/disk drives, vacuum cleaner, burster, decollator, calculator, and telephone.  Physical demand requirements are at levels of those for medium work.

DATA COMPREHENSION:  Requires the ability to compare and/or judge the readily observable functional, structural, or compositional characteristics (whether similar to or divergent from obvious standards) of data, people, or things which may include forms, reports, operational manuals, and reference manuals.

INTERPERSONAL COMMUNICATION:  Requires the ability to speak with and/or signal people to convey or exchange financial, personnel/payroll, and computer related information, including giving assignments and/or directions to co-workers/assistants as well as communicating with the general public.

LANGUAGE ABILITY:  Requires ability to read a variety of financial, personnel/payroll, and computer-related documentation, directions, instructions, and methods and procedures.  Requires the ability to complete forms and to write job related documentation and reports with proper format, punctuation, spelling and grammar, using all parts of speech.  Requires the ability to speak with and before others with poise, voice control, and confidence using correct English and well-modulated voice.

INTELLIGENCE:  Requires the ability to learn and understand complex technical principles and techniques; to understand departmental policies and procedures; to make independent judgements in absence of supervision; and to acquire and be able to expound on knowledge of topics related to primary occupation.

VERBAL APTITUDE:  Requires the ability to record and deliver information, to explain procedures, and to follow verbal and written instructions.

NUMERICAL APTITUDE:  Requires the ability to add and subtract totals; multiply and divide totals; determine percentages; and determine time and weight.

FORM/SPATIAL APTITUDE:  Requires the ability to visually inspect items for proper length, width and shape using job related equipment.

MOTOR COORDINATION:  Requires the ability to coordinate hands and eyes in using automated office/computer equipment.

MANUAL DEXTERITY:  Requires the ability to handle a variety of items, automated office/computer equipment, control knobs, switches, etc.  Must have the ability to use one hand for twisting motion or turning motion while coordinating other hand with different activities.  Must have minimal levels of eye/hand/foot coordination.

COLOR DIFFERENTIATION:  May require the ability to discern color.

INTERPERSONAL TEMPERAMENT:  Requires the ability to deal with and relate to people beyond giving and receiving instructions.  Must be able to adapt to and perform under minimal stress when confronted with an emergency.

PHYSICAL COMMUNICATION:  May require the ability to talk, express, or exchange ideas by means of spoken words and/or hear and perceive nature of sounds by ear.
