MANAGER – PROCUREMENT AND SERVICES (POL)

Our Client, a Karachi based company, seeks to appoint experienced professionals for the following role:

• →Manage end-to-end procurement of POL Goods in a fair, transparent, and non-discriminatory manner that brings value for money, in strict compliance with Procurement Policy/Manual, statutory requirements, and PPRA Rules, 2004 (as amended)
• →Implement and execute the Procurement Policy, Manual & Standard Operating Procedures aligned with PPRA Rules, 2004, including application of the prescribed procurement methods (open competitive bidding, request for quotations, direct contracting, etc.) as per applicable financial thresholds, to ensure transparency in the procurement process
• →Coordinate planning and execution of POL/fuel procurement in line with the Company's designated internal process for fuel product procurement
• →Evaluate spending operations and market trends while seeking ways to improve and enhance the quality of products purchased and the timeliness of deliveries
• →Establish and maintain a compliance verification/review mechanism across the procurement cycles & processes, including proper record-keeping and audit trail as required under PPRA Rules, to ensure adherence to the Company's procurement policies and PPRA Rules.
• →Communicating with management regularly regarding the efficient flow of goods affecting office operations
• →Conducting cost analysis and setting benchmarks for improvement
• →Developing risk management procedures to mitigate losses in the event of product shortages
• →Review MIS reporting through the Company's ERP and e-procurement systems, and suggest IT system-based improvements for smooth and transparent processing
• →Negotiate with suppliers for optimum/competitive rates to procure quality products and ensure that quotations/bids are obtained from suppliers within PPRA-prescribed timelines
• →Assist in creation of monthly performance report through intra-departmental collaboration.
• →Identify non-compliances with Company policy and PPRA Rules, and recommend remedial/corrective measures
• →Undertake any other task or function as maybe desired by the management.

• Minimum 16 years of education, preferably Master's from a renowned and HEC recognized university or institution/equivalent foreign degree holder institution, in Supply Chain, Business, or a related field.

• Minimum 6 - 7 years of professional experience, preferably in a large national/multinational organization with at least 2 - 5 years of related functional experience in a similar role at an equivalent position.

• Reviewing, comparing, analyzing, and approving procurement of POL products and services.
• Managing inventories and maintaining accurate, auditable purchase and pricing records.
• Ensure that the products and supplies meet quality standards.
• Work collaboratively with relevant cross-functional teams to complete procurement duties as needed.
• Knowledge of PPRA Rules, 2004 and public sector procurement best practices.

• The candidate should preferably be not more than 35 years of age as of the last date of submission of application.
