This is an expedited recruitment process, open for applications from internal and internal-equivalent candidates only. 

The International Organization for Migration (IOM) Iraq Displacement Tracking Matrix (DTM) and Research Unit supports the Country Office's (CO) evidence needs through the production and analysis of displacement and mobility data, research, assessments and related analytical products. The Unit applies established IOM and DTM frameworks and policies, as well as established data-collection and research methodologies, to support programme design, targeting, monitoring and engagement with government counterparts and partners.

Under the overall supervision of the Chief of Mission (CoM) in Iraq and direct supervision of the Head of Sub-Office in Erbil, and in close coordination with the CO’s Programme Units, the Regional Thematic Specialist (RTS) in Regional Office (RO) in Cairo and the Global Data Instiute in Headquarters (HQ), the Programme Officer (Displacement Tracking Matrix (DTM) and Research) will be responsible and accountable for managing, coordinating and overseeing the activities of the DTM and Research Unit in the Iraq CO.

1. Manages the effective implementation of the DTM and Research Unit activities, providing programmatic guidance and technical supervision to direct reports, thereby ensuring quality-assured, timely delivery of Unit outputs consistent with approved project documents, work plans and the established DTM Methodological Framework.

2. Determine the CO's priority data, information and evidence gaps, and formulate corresponding DTM and research activities for defined projects and programme components, to enable programme units to plan and target interventions on the basis of current, decision-relevant evidence. 

3. Adapt and apply established DTM and research methodologies, sampling approaches, tools and standards to the Iraq operating context, escalating only corporate-level methodological changes to the RO, the Global Data Institute and relevant HQ units, as required, to ensure the Unit's technical products meet corporate quality standards while remaining fit for the local context.

4. Monitor and direct DTM field data-collection and research activities, including data quality assurance, operational risk management, reviewing progress, and field verification visits, as required, to safeguard the reliability and credibility of the Unit's data throughout the collection cycle. 

5. Manage the processing, storage and dissemination of DTM and research data, related databases, Geographic Information Systems (GIS), portals and information products, delivering accessible, reliable data products to the CO and external stakeholders.

6. Enforce compliance with IOM Data Protection Principles, humanitarian data-protection good practice and research ethics standards including maintenance of confidentiality arrangements and resolution of compliance concerns in coordination with the CO's data protection focal point to protect affected populations and the Organization from data-related harm and liability.

7. Lead technical analysis and quality review of primary and secondary data and related analytical products, translating findings into actionable recommendations and advising the CO programme and management teams, directly informing programme design, targeting and adjustment decisions.

8. Represent the Unit and the CO in technical coordination with government counterparts, United Nations (UN) agencies, Non-governmental Organizations (NGOs), partners, and academic and research institutions, negotiating operational access, data-sharing arrangements and permissions to secure the partnerships and access required for the Unit's operations.

9. Identify the capacity-building needs and design and deliver training on established DTM and research methodologies and operations for Unit staff, government authorities and operational partners, strengthening institutional and partner capacity to sustain DTM operations.

10. Manage the operational implementation and related budget expenditure against approved work plans and budgets. Provide technical costing inputs and resolving or escalating staffing, resource or implementation risks to the supervisor’s attention, to maintain the Unit's operational and financial accountability.

11. Formulate technical inputs and draft sections of project proposals and related project documents for DTM and research activities, in coordination with the supervisor and relevant Mission units, positioning the CO to secure funding.

12. Perform such other relevant duties as maybe assigned.

• Master's degree in Statistics, Demography, Data Science, Social Sciences, Political Science, International Relations or a related field from an accredited academic institution with five years of relevant professional experience; or,
• Bachelor’s degree in the above fields with seven years of relevant professional experience.
   

• Experience in project development, implementation, monitoring and evaluation in humanitarian, transition and/or development contexts, including monitoring activities against approved work plans and budgets and supporting related operational and logistical arrangements; 
• Experience with the Displacement Tracking Matrix (DTM) or a comparable population-movement tracking system and in implementing large-scale data-collection exercises, research studies, thematic surveys and assessments, including applying and adapting established sampling approaches, and data-collection tools, using quantitative, qualitative and mixed-methods approaches and supporting data-quality assurance; 
• Experience analysing displacement, mobility and migration data and producing analytical reports, statistical profiles, maps and dashboards, including translating findings into programme design, targeting and operational recommendations and providing technical advice to senior management and programme teams; 
• Experience participating in inter-agency, sectoral and technical coordination structures and maintaining working relationships with government counterparts, United Nations agencies, international organizations, non-governmental organizations and research institutions; and,
• Professional experience in Iraq or the Middle East region is an advantage.
   

• Proven ability to supervise, coach and guide direct reports, support multidisciplinary teams and monitor operations across multiple locations in complex and transitional contexts; 
• Demonstrated ability to apply and adapt established quantitative, qualitative and mixed-methods research methodologies, including relevant data-collection tools; 
• Demonstrated skill in data management and analysis using statistical software, data-collection platforms such as KoBo Toolbox and Open Data Kit (ODK), and other relevant analytical tools; 
• Demonstrated skill in data visualization and the development of maps and dashboards using tools such as Microsoft Power BI or Tableau; 
• Demonstrated ability to adapt established technical and operational tools, including standard operating procedures (SOPs), guidance notes, criteria and related technical documentation; and, 
• Knowledge of displacement and mobility data standards, population-movement tracking systems, IOM Data Protection Principles, humanitarian data-protection standards and research ethics, combined with strong analytical writing skills and the ability to communicate complex findings to non-technical audiences.
   

For this position, fluency in English is required (oral and written).

Working knowledge of Arabic and another official UN language (Chinese, French, Russian and Spanish) is an advantage.
