~3 min readSince 2016, IOM co-leads the Shelter/Non-Food Items (NFI) Cluster with the Unitéde Construction de Logements et de Bâtiments Publics (UCLBP). The International Organization for Migration (IOM) maintains strong links with the Ministry of Social Affairs, the Ministry of Interior, the Entreprise Publique de Promotion de Logements Sociaux (EPPLS) and local authorities in thetargeted areas. IOM is also one of the largest organizations with shelter expertise in the country through direct implementation of projects in the field. As such, theproposed activities are designed in line with the Government’s response strategy and build upon IOM’s on-going activities.
Under the overall supervision of the Chief of Mission (CoM) and the Senior Emergency Coordinator, and the direct guidance and supervision of the Shelter Program Officer, the Programme Officer (Shelter Engineer) will provide technical inputs and guidance. It includes supervising and supporting cash-based interventions activities in relation to the Shelter workplan.
Requirements
~1 min read- Master’s degree in civil Engineering or a related field from an accredited academic institution with two years of relevant professional experience; or,
- University degree in the above fields with four years of relevant professional experience.
- Experience in crisis contexts and in developing reconstruction programmes;
- Experience working in the international development field; particularly on neighbourhood upgrading, infrastructure, housing, urban planning or similar programmes in developing countries;
- Working experience on development programmes funded by major bilateral or multilateral donors (Swiss Agency for Development and Cooperation, United States Agency for International Development (USAID), the World Bank, the Inter-American Development Bank, and other major donors); and,
- Experience in liaising with governmental authorities, other national/international institutions, and international donors.
- Ability to communicate effectively (orally and in writing) with a wide range of stakeholders and comfortable giving presentations and leading meetings;
- Must have strong diplomatic skills;
- Proven expertise in implementing complex, highly participatory projects with a demonstrated ability to work effectively with counterpart Government institutions, personnel, and other donor programmes; and,
- Some managerial skills.
Languages
IOM’s official languages are English, French, and Spanish.
For this position, fluency in English and French is required (oral and written). Working knowledge of another official UN language (Arabic, Chinese, Russian and Spanish) and/or Haitian Creole is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
