Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Head of Resources Management, and in coordination with the Procurement and Logistics Officer in the Country Office (CO) and the Supply Chain Division at Headquarters (HQ), the Procurement and Logistics Officer in Chuuk will be responsible for the coordination and monitoring of procurement, logistics and related supply chain activities, guided by Supply Chain Management (SCM) objectives to deliver quality goods and services to beneficiaries at optimal cost and in a timely manner.
In coordination with the Procurement and Logistics Officer in the Country Office (CO) and the Head of Resources Management, coordinate and contribute to the overall implementation of supply chain activities in the Chuuk Sub Office, including procurement and logistics actions, property and assets control, supplies, and contractual agreements for services and maintenance.
Plan, coordinate, and monitor the procurement and logistical needs of the Chuuk Sub Office with the CoM, Procurement and Logistics Officer in the CO, Head of Resources Management, and Project Managers. Liaise with Project Managers and the Head of Sub Office regarding procurement, logistics, and service needs to consolidate overall requirements and optimize purchasing power for the Chuuk Sub Office.
Analyze procurement requests, identify service providers, and evaluate vendor performance in terms of quality, prices, and timely delivery of goods and services.
Coordinate and monitor bidding processes, including the solicitation of bids, quotations and tender documents, evaluation and selection of suppliers and confirmation of terms of payment. Review procurement transactions for conformity with specified requirements. Ensure purchase orders are prepared and submitted for authorization by the CoM and review by the Procurement and Logistics Officer in the CO, as applicable.
Coordinate with Global Procurement (MSCU), the Supply Unit and Manila Administrative Centre (MAC), as required, for procurement actions regarding higher-level review, technical guidance or approval.
Monitor procurement and delivery processes and coordinate follow-up on the status of purchase orders; keep Project Managers informed of estimated delivery times or any changes that may affect delivery conditions. Ensure all expected merchandise is received in accordance with the purchase order specifications. Liaise with the Resource Management Unit (RMU) to ensure timely and adequate processing of payments.
Coordinate the maintenance and regular updating of the database of vendor and contractor accreditation and performance evaluation records to maintain a pool of reliable service providers to address the needs of the CO and Chuuk Sub Office. Ensure that the CO procurement database contains up-to-date information on suppliers of food, hygiene products, and Reverse Osmosis supplies for emergency response, as well as building material suppliers and logistics and shipping companies, in coordination with the Procurement and Logistics Officer in the CO and the Head of RMU for technical guidance and support, as required.
Coordinate and monitor contract management activities, including contract administration, monitoring supplier performance, ensuring compliance with contractual obligations, managing contract amendments, and resolving contract-related issues in accordance with applicable procedures.
Coordinate and monitor asset and inventory management activities in the Chuuk Sub Office. Ensure proper procurement and filing systems are maintained, and regularly check if assets are appropriately located and used in IOM's best interest, and that inventory lists are regularly updated.
Supervise staff involved in procurement, logistics, warehouse, inventory and asset management functions at the Chuuk Sub Office level, including the Associate Procurement Officer (P1), ensuring their compliance with established policies, procedures and internal controls.
In coordination with the Head of Resources Management, contribute to the preparation and analysis of monthly and regular reports, highlighting relevant issues, trends and operational requirements.
Undertake frequent travel duties to project sites to perform procurement and logistics evaluations, provide guidance, and train field staff as necessary.
Perform such other duties as may be assigned.
Requirements
~1 min readMaster’s degree in Business Administration, Supply Chain Management, Logistics, Procurement, or a related field from an accredited academic institution with two years of relevant professional experience; or,
University degree in the above fields with four years of relevant professional experience.
Certification in Procurement, Logistics, or Supply Chain management is an advantage.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience in managing diverse procurement and logistics operations;
Demonstrated experience in training and supervising teams of co-workers, managing vendors and suppliers.
Experience in operational and procurement activities in a complex crisis or emergency area;
Experience in community-based and/or small grants programming desirable, particularly in the areas of infrastructure works, procurement and civil society strengthening;
Experience working with non-governmental organizations and/or international organizations;
- Previous experience working in USG projects/programmes is required;
- Previous experience working in the Pacific is an advantage; and,
- Previous experience working in procurement in reconstruction projects is an advantage.
- Extensive knowledge of IOM/UN internal procurement and financial rules, as well as IOM's system and processes as they apply to procurement and logistics;
- Excellent level of computer literacy and good knowledge of Oracle is an advantage;
- Understanding of logistical and human resources challenges faced in remote geographical locations;
- Extensive knowledge of IOM internal procurement and financial rules, as well as IOM’s Oracle elements as they apply to procurement and logistics; and,
- Previous experience working in the region an advantage.
For this position, fluency in English is required (oral and written).
Working knowledge of another official UN languages (Arabic, Chinese, French, Russian, and Spanish) is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
