The National Partnership and Resource Mobilization Officer will support the implementation and coordination of partnership and resource mobilization activities within the Regional Office’s Resource Mobilization Unit. Reporting directly to the Regional Resource Mobilization Officer, the incumbent supports regional partnerships, donor engagement and resource mobilization efforts by identifying and analysing funding opportunities, tracking donor priorities and funding pipelines, supporting strategic donor outreach, and enhancing the visibility, reporting and communication of IOM’s work across the region. The incumbent also supports knowledge management and internal coordination to facilitate resource mobilization efforts across Country Offices in the region.

  1. Support the maintenance and coordination of relationships with bilateral donors, foundations, private sector actors, international financial institutions and other resource partners.

  2. Prepare briefing notes, presentations, donor profiles and background materials for donor and partner engagements.

  3. Follow up on donor and partner inquiries in coordination with relevant regional and country office colleagues to support timely and coherent responses.

  4. Maintain and monitor a regional donor and partnership engagement calendar, including deadlines, donor briefing timelines, visibility requirements and meeting schedules.

  5. Contribute to the preparation of high-quality donor proposals, concept notes and presentations by coordinating inputs from programme, finance and technical teams.

  6. Assist in reviewing proposals, reports and other submissions by reviewing content, consistency, compliance and alignment with donor requirements prior to final approval.

  7. Support the review of donor reports to ensure accuracy, clarity, coherence and compliance with donor requirements and organizational standards.

  8. Support the development and maintenance of templates, guidance notes and tools to promote consistency and quality across resource mobilization products.

  9. Update and manage resource mobilization databases, partnership management platforms and proposal tracking tools.

  10. Conduct research and compile information on donor priorities, funding trends, partner profiles and emerging resource mobilization opportunities.

  11. Support the monitoring of funding pipelines, contributions and resource mobilization indicators to support planning and decision-making. 

  12. Prepare periodic dashboards, analytical briefs and updates for management on funding opportunities, pipeline status and partnership engagement.

  13. Contribute to the development of donor visibility and partnership products, including factsheets, success stories, social media inputs and newsletters.

  14. Coordinate with communications colleagues to ensure donor visibility requirements are reflected and implemented. 

  15. Support the planning and documentation of field visits, donor missions, partner consultations and visibility events.

  16. Organize internal and external coordination meetings, prepare records of discussion and follow up on agreed action points.

  17. Maintain organized digital filing systems and knowledge management tools for resource mobilization and partnership materials.

  18. Coordinate administrative processes related to resource mobilization unit and activities, including travel, procurement and event arrangements, as required.

  19. Support other resource mobilization, partnership and donor engagement activities as required.

20. Perform any other duties as may be assigned.

Requirements

Bachelor’s degree in political or social sciences, Business Administration, Migration Studies, International Relations, Law, or related field from an accredited academic institution with two years of relevant professional experience; or, 

Master’s degree in above fields.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • Experience in migration-related programming, including operational, field, project development and project implementation.

  • Experience supporting partnerships, resource mobilization, donor engagement, fundraising and proposal development.

  • Experience liaising with donors, international organizations, private sector actors, civil society and other relevant partners.

  • Experience in tracking funding opportunities, preparing donor materials and supporting resource mobilization processes.

  • Work experience in the region is an asset.

  • Strong writing and analytical skills, including knowledge of donor reporting standards, proposal development formats and resource mobilization products;

  • Good understanding of partnerships, donor engagement, project cycle management and results-based reporting;

  • Ability to analyze information and support evidence-based decision-making;

  • Plans and organizes work effectively, anticipates challenges and delivers within agreed timelines;

  • Communicates clearly and adapts messaging to different audiences, including donors, partners and internal stakeholders;

  • Takes responsibility for assigned areas of work and responds constructively to feedback;

  • Promotes continuous learning and contributes to a collaborative team environment;

  • Incorporates gender-related needs, perspectives and concerns and promotes equal participation;

  • Displays awareness of relevant digital tools and technological solutions for knowledge management, reporting and partnership tracking.

All IOM staff members in all categories are required to be fluent in one of the IOM's official languages (English, French, Spanish).

For this position, english and french are required.
