Established in 1951, the International Organization for Migration (IOM) is the leading intergovernmental organisation in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. Alongside a strong humanitarian mandate, IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing service and advice to governments and migrants. IOM has been operational in Indonesia for more than 40 years, working on a wide range of activities in partnership with the Government of Indonesia, civil society, private sector actors, migrants and communities.

The IOM Disaster, Climate and Resilience (DCR) Unit in Indonesia holds a priority commitment to disaster preparedness and emergency response, while ensuring a comprehensive, integrated approach to new drivers of displacement and community instability. Initiatives will also focus on building resilience as a framework for promoting sustainable solutions to disaster impacts and the emerging drivers of displacement.

Under the direct supervision of the IOM Indonesia Chief of Mission (CoM), the Programme Officer – Disaster, Climate Mobility & Resilience (DCR) will be responsible and accountable for managing, coordinating, and overseeing the implementation and monitoring of regional programme(s) on climate mobility in Southeast Asia, as well as IOM Indonesia’s programming related to DCR. In this role, close coordination with the Regional Thematic Specialist (RTS) for Migration, Environment and Climate Change (MECC), the Head of Resources Management (RM), and other relevant units will be required. In addition to ensuring the timely delivery of programme activities, the incumbent will help in leading the development of follow-on and expansion phases of the programme, while fostering partnerships with governments, private sector actors, and academic institutions.

The role will also promote evidence generation, policy dialogue, and regional engagement to integrate climate mobility considerations into ASEAN governance mechanisms and other relevant multilateral frameworks. Furthermore, the role requires providing technical inputs to national policy development processes and supporting liaison and technical cooperation with government counterparts, community representatives, and Civil Society Organisations (CSO). The Programme Officer – Disaster, Climate Mobility & Resilience (DCR) will also focus on strengthening Country Office (CO) capacities and engagement on displacement drivers, including forward-looking work on climate impacts and disaster risk reduction, while promoting the integration of institutional guidance, humanitarian standards, and best practices across partnerships and programme implementation.

  1. Oversee the effective development and implementation of the regional programme(s) on climate mobility in Southeast Asia by exercising administrative, operational, and financial management responsibility for relevant projects.
  2. Provide operational management, guidance, and technical supervision to national and international staff under the programme, supporting programmatic strategy and implementation, including prioritisation of resources and addressing operational challenges as they arise.
  3. Establish, maintain, and expand strong relationships with stakeholders in the climate mobility space, fostering partnerships and innovative financing in close coordination with the Regional Thematic Specialist on Migration, Environment and Climate Change (MECC) and the Climate Mobility Innovation Lab (CMIL).
  4. Identify priorities arising during programme implementation and coordinate the design and development of new projects under the programme and in response to emerging trends, priorities, and donor requirements, in close coordination with the CoMs, RO, relevant HQ units, government counterparts, and other public/private sector partners.
  5. Ensure that key programmatic directions are communicated to international stakeholders, including donors, to maximise impact, avoid duplication, and stimulate resource mobilisation for new initiatives.
  6. Monitor progress against strategic objectives and programme benchmarks, providing advice on improvements and corrective actions; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting and impact evaluation strategies.
  7. For relevant thematic areas, guide, monitor, and follow up with staff in COs engaged in the programme in support of strategic inputs and key decisions, including programme continuation and expansion.
  8. Provide technical inputs to climate resilience, humanitarian and recovery initiatives, contributing to the sound implementation of activities and fostering alignment with CO’s strategic priorities and institutional standards.
  9. Support relevant programme staff through technical guidance and capacity-building initiatives, including mentoring, knowledge-sharing, and the facilitation of trainings, to strengthen competencies and enhance programme implementation.
  10. In close coordination with the CoM and regional Department of Operation and Emergency (DOE) Thematic Specialists, lead initial IOM disaster response deployments and early interventions in the event of requests from national counterparts and identified disaster and displacement needs, ensuring focus on core programming areas such as camp coordination and camp management needs, displacement tracking matrix and data provision, the Humanitarian–Development–Peace Nexus (HDPN), recovery and transition initiatives.
  11. Assist the CoM in the development and strengthening of the CO’s emergency preparedness measures, working as required in close collaboration with national government counterparts and focusing on disaster risk reduction (DRR) measures and programmatic initiatives.
  12. Perform such other relevant duties as maybe assigned.

Requirements

  • Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies or a related field from an accredited academic institution with five years of relevant professional experience; or, 
  • Bachelor’s degree in the above fields with seven years of relevant professional experience. 

Accredited Universities are those listed in the UNESCO World Higher Education Database.

  • A minimum of three years international field experience in crisis or complex programming environments, preferably with regional experience (Asia and the Pacific) in the context of climate mobility and community resilience;
  • Experience at an international level in management of programmes related to displacement and displacement drivers within the context of climate mobility, disaster and resilience-building events and initiatives;
  • Extensive experience in donor engagement, as well as in liaising with governmental, diplomatic authorities, and international institutions;
  • Experience in an international setting with the supervision, direction and motivation of staff, including staff training and development initiatives; and,
  • Demonstrated experience in programme development, management, capacity building methodologies, and operational strategies.
  • Sound and proven understanding of internal and international migration issues in the country and in the region; 
  • Familiarity with administration and financial matters; 
  • Proven liaison and negotiation skills; 
  • Strong conceptualisation, analytical and writing skills; 
  • Strong creative thinking and has strategic mindset; 
  • Effective resource management skills; 
  • Knowledge of migration and displacement data and use of evidence to engage stakeholders and inform operational and policy strategies; 
  • Strong planning and organisational skills in highly challenging, high-pressure contexts; 
  • Personnel commitment, efficiency, flexibility, drive for results, and open management style; and, 
  • Ability to establish and maintain partnerships with development partners, government counterparts, UN agencies, local authorities and other relevant stakeholders. 

For this position, fluency in English is required (oral and written).

Working knowledge of another official UN language (Arabic, Chinese, French, Russian and Spanish) is an advantage.
