The RE2CLID – Resilience and Climate-Induced Displacement Programme supports governments, communities and partners in the Lake Tanganyika basin to address climate- and disaster-related displacement through integrated approaches that strengthen preparedness and coordination while advancing community-driven recovery, resilience and longer-term solutions.
In Kigoma Region, programme implementation involves sustained engagement with local authorities, displacement-affected communities and host communities, and partners. Strong field-level coordination and on-the-ground presence are essential to ensure coherent delivery, inclusive community engagement, and timely identification of operational risks and opportunities.
Under the overall supervision of the Heads of Programme and direct supervision of the Project Officer (MECC/DRR) and in coordination with relevant technical staff, the incumbent will support field-level coordination, implementation follow-up, monitoring, reporting and stakeholder engagement for RE2CLID interventions in Kigoma.
Assist in the day-to-day field implementation of field activities and maintain liaison with relevant local authorities, community representatives, service providers and partners.
Support inclusive community engagement processes, consultations and capacity-building activities, including participation of diverse groups and displacement-affected populations.
Support coordination and information sharing processes to contribute to alignment of community priorities with local planning and programme activities, and complementarity with other actors in the same areas.
Contribute to preparedness, risk management activities and early warning/anticipatory action at community level by supporting mapping of existing communication channels, community structures and accessible risk communication aligned with agreed procedures.
Support assessments and evidence generation activities by facilitating community entry, coordinating data-collection engagements, and applying established quality, safeguarding and do-no-harm standards.
Support area-based dialogue and community-based planning by assisting in identifying recovery and resilience priorities, documenting agreed actions and following up with relevant stakeholders and coordination structures.
Support delivery and monitoring of recovery interventions, including livelihoods activities and rehabilitation of essential community infrastructure, in coordination with relevant technical and operational colleagues.
Facilitate social cohesion and dialogue activities and support inclusion of displacement-affected communities in local planning and decision-making structures.
Support coordination with implementing partners, including tracking progress against agreed workplans/deliverables and compiling information in line with organizational policies and compliance requirements.
Contribute to activities aimed at strengthening resilience of affected communities by liaising with relevant actors and supporting awareness on available services and safe referral mechanisms.
Maintain monitoring and reporting inputs by updating activity trackers, collecting supporting documentation (e.g., participant lists and feedback), documenting lessons learned/after-action points, and flagging issues and risks to the supervisor.

Requirements
~1 min readHigh school diploma with six years of relevant professional experience; or
Bachelor’s degree in Environmental Disaster Management, Development Studies, Disaster Risk Reduction, Community Development, Social Sciences, or a related field from an accredited academic institution with four years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience supporting implementation of humanitarian, recovery, resilience, or development programmes.
Experience supporting activities related to climate resilience, disaster risk reduction, local authority coordination, community structures and multiple stakeholders.
Good coordination, communication and reporting skills.
Familiarity with IOM systems is an advantage.
Ability and willingness to work in the field with frequent travel to intervention areas.
Good field coordination and liaison skills, with the ability to work effectively with local authorities, community representatives and partners.
Basic knowledge of climate action related project implementation.
Knowledge of budget tracking and financial procedures.
Ability to support activities and follow up with implementing partners
Familiarity with the work of UN agencies, and/or similar international organizations would be an advantage.
For this position, English & Swahili Languages are Required
