ABOUT THE POSITION
The Supply Chain Management (SCM) Coordinator is responsible for coordinating and supporting supply chain, logistics, and operational systems across the Integrated Community Nutrition Management Programme.
The SCM Coordinator reports directly to the Programme Manager and maintains a dotted-line relationship with the Director of EMoPS, ensuring alignment between programme needs and organizational supply chain standards.
The role operates within a matrix structure, working closely with Country Offices while not holding direct line management authority over country-level logistics or programme staff. The SCM Coordinator plays a hands-on coordination and technical support role, ensuring that supply chain systems are functional, compliant, and responsive to programme needs, and that logistics effectively enables programme delivery across multiple countries.
DUTIES AND RESPONSIBILITIES
Supply Chain Coordination & Programme Support
- Coordinate end-to-end supply chain processes across programme locations, including procurement planning, transportation, warehousing, and distribution.
- Work closely with programme teams to develop procurement and supply plans aligned with implementation timelines and budgets.
- Ensure timely availability and delivery of programme commodities and supplies across countries.
- Track pipeline status and follow up on key supply chain actions, flagging delays and bottlenecks.
- Support implementation readiness, scale-up, and cross-country supply planning.
- Procurement & Compliance
- Support and monitor procurement processes across countries to ensure compliance with IsraAID and donor regulations.
- Coordinate with finance and programme teams to align procurement planning and budget execution.
- Support tendering processes, supplier selection, and contract management in line with organizational procedures. Support and review drafting of logistics-related agreements (MoUs, vendor/service contracts, lease agreements) in line with organizational templates and compliance standards.
- Ensure proper documentation, filing, and audit readiness of procurement processes.
- Support development and maintenance of pre-qualified supplier lists and logistics service providers.
- Support and guide country teams in tendering processes, bid evaluations, and supplier negotiations to ensure consistency and compliance.
- Inventory, Assets & Commodity Management
- Oversee full asset lifecycle management including tagging, assignment, maintenance tracking, transfer, and disposal in line with policy and donor requirements.
- Support Country Offices in maintaining accurate inventory and asset management systems in line with IsraAID policies.
- Monitor stock levels, storage conditions, and inventory flows to ensure accountability and minimize losses.
- Ensure regular physical verification of assets and inventory across programme sites.
- Support tracking and management of nutrition commodities and in-kind supplies across the supply chain.
- Ensure proper documentation of asset allocation, usage, and maintenance.Monitor adherence to programme timelines and deadlines, and support teams to ensure timely delivery of activities, reports, and supplies.
- Support asset disposal and transfer processes, ensuring compliance with donor regulations and proper documentation.
- Transport, Fleet & Distribution
- Coordinate transportation of supplies, including international shipments, customs clearance, and last-mile delivery.
- Support distribution planning to ensure timely and efficient delivery to programme sites.
- Support fleet management systems, ensuring compliance with fleet policies and safety procedures.
- Monitor vehicle allocation, maintenance, and documentation processes across programme locations
- Ensure adherence to Fleet Management Policy and Safety & Security Management Plans (SSMP), and support training of staff on fleet procedures and safe use.
- Systems Strengthening & Technical Support
- Support Country Offices to implement and maintain standardized supply chain systems, tools, and procedures.
- Provide technical support and guidance to country-level logistics staff and programme teams.
- Identify gaps in systems and processes and support practical improvements.
- Contribute to development of SOPs, tools, and operational guidance materials.
- Support onboarding and training of staff on supply chain procedures and compliance requirements.
- Provide supply chain inputs to proposal development, budgeting, and capacity statements to ensure operational feasibility and compliance.
- Tracking, Reporting & Risk Management
- Track supply chain performance, procurement progress, and commodity pipelines across countries.
- Contribute to internal and donor reporting by providing accurate and timely logistics data.
- Monitor risks related to stock-outs, delays, compliance issues, or operational constraints and support mitigation.
- Maintain documentation required for compliance and audit processes.
- Support data analysis and continuous improvement of supply chain performance.
- Ensure regular and accurate reporting on inventory, assets, procurement, and supply chain performance, including incident reporting and audit documentation.
- Coordination & External Engagement
- Maintain regular coordination with Country Offices, programme teams, and HQ functions.
- Support coordination with external partners, suppliers, transport providers, and service contractors.
- Support coordination with Edesia, particularly in relation to commodity supply and logistics planning. Ensure alignment between programme needs and operational planning across all stakeholders.
SCOPE & CONTEXT: ROLE EVOLUTION
The role does not directly manage Country Office logistics staff, but supports them through technical guidance, coordination, and follow-up within a matrix structure.
The SCM Coordinator plays a critical role in ensuring that supply chain systems effectively enable programme delivery, linking operational processes with programme priorities.

ESSENTIAL SKILLS, KNOWLEDGE & COMPETENCIES
Education
Bachelor’s degree in Logistics, Supply Chain Management, Business Administration, or related field
Experience
- Minimum 4–6 years of experience in supply chain, logistics, procurement, or operations
- Experience working in humanitarian or development contexts
- Experience supporting multi-country or field-based operations is an advantage
- Familiarity with donor compliance requirements is an advantage
- Knowledge of local market procurement and supplier landscapes in humanitarian contexts is an advantage
- Ability to operate in emergency response environments
- Previous experience in nutritional and Plumpy nut SCM and Logistics is an asset. (or something similar)
Technical Skills
- Strong understanding of end-to-end supply chain management (procurement, inventory, transport, warehousing)
- Experience with asset and inventory management systems
- Strong data management and reporting skills (Excel, tracking tools)
