About the Role
~7 min readThe Health Data and Supply Chain Officer leads the use of routine data for operational and strategic decision-making, the production of automated reporting that programme and government teams rely on, and the data and process management of the national supply chain for malaria drug and diagnostic commodities. The incumbent maintains and supports the existing health information infrastructure, including DHIS2, and ensures data moves reliably in and out of national systems. S/he works in close collaboration with the Director of Health Information Systems (HIS) at the Ministry of Health and Social Welfare and other Ministry of Health (MOH) programs to strengthen the analysis and use of data in national health information systems. The role requires strong technical expertise in data management and analysis, combined with the ability to build capacity among national staff and support high-level strategic initiatives. Working under the guidance of the MEL Advisor, this position plays a crucial role in strengthening national health information systems and building capacity for data-driven decision making.

Key Responsibilities
Data Use and Decision Support
Turn routine program and surveillance data into operational and strategic action, working with program leads to ensure that what the data shows results in a decision or a change in practice.
Design, build and maintain automated reports and dashboards that program, government and field teams use in their routine work, replacing manual report production where it slows decision-making.
Automate the reporting processes that link program teams, so that data produced by one team feeds the reports another team depends on without manual handoffs.
Beyond dashboard production and reporting, the incumbent must carry analysis through to identifying problems, generate possible solutions, and implement the selected solution. Identifying a gap, such as a projected stockout or a drop in facility reporting, incumbent bears the responsibility to follow it to an action and confirm the situation has been corrected or positively changed.
National Malaria Commodity Supply Chain (Data and Process Lead)
Lead the data and process management of the national supply chain for malaria drug and diagnostic commodities, that is the antimalarial drugs and rapid diagnostic tests distributed to health facilities through ARBIMed, maintaining visibility of stock levels and consumption across facilities.
Own the projected-stockout signal and act on it, driving the resupply process and escalating ahead of a stockout so that a facility does not run out while stock sits in the central warehouse.
Direct the team that delivers these commodities to facilities, coordinating distribution so it follows the resupply decisions taken from the data.
Triangulate commodity consumption and distribution against routine facility data to find leakage, reporting gaps and departures from treatment guidelines, and raise these for correction. Procurement and warehouse functions remain with their respective owners; this position is accountable for the data and the process that drive them.
Health Information Systems Stewardship and DHIS2 Support
Maintain and support the existing DHIS2 instance and wider health information infrastructure, keeping data flowing reliably in and out and supporting the Ministry of Health on DHIS2 management and deployment:
Design and configure DHIS2 system architecture, data collection, validation and reporting tools in coordination with MOH stakeholders
Manage system updates and improvements
Support integration of vertical programs into DHIS2
Establish and oversee processes to ensure the quality of data (including routine health facility, commodity distribution and campaign data) used to identify and respond to strategic or operational gaps
Conduct analyses of routine health facility, commodity distribution and consumption, and campaign data to support operational decision-making, including:
Outbreak identification and response
Triangulation of commodity consumption, distribution and routine health facility data to identify gaps in commodity management and adherence to national guidelines
National Health Information System Strengthening
Build capacity in DHIS2 use and management:
Develop and implement a plan to build the capacity of district health teams in the analysis and use of data in decision-making, in coordination with MOH stakeholders
Provide technical support to system users across all health programs
Support the Director of HIS at the Ministry of Health:
Attend regular coordination meetings
Provide technical inputs on system development
Support strategic planning for HIS
Assist in developing national HIS policies and procedures
Serve on the National HIS Technical Working Group
Coordinate with other MOH programs:
Support integration of program-specific indicators
Help standardize data collection methods
Assist in harmonizing reporting requirements
Facilitate data sharing between programs
Technical Support & Data Management
Lead advanced data analysis activities:
Conduct complex statistical analyses using R, STATA, and other tools
Perform time series analyses of health indicators
Develop predictive models for disease surveillance
Create automated analytical routines
Generate program performance metrics
Support impact evaluation studies
Develop and maintain analytical databases:
Create data cleaning and validation procedures
Implement data quality monitoring systems
Maintain data dictionaries and documentation
Ensure proper data backup and security
Support research and publication activities:
Assist in study design and implementation
Conduct literature reviews
Perform statistical analyses for publications
Help prepare manuscripts and presentations

Required Qualifications
Master's degree required in Public Health, Computer Science, Information Systems, Biostatistics, or related field
Minimum 3 years experience in health information systems implementation
Experience must go beyond production of dashboards and reports to include demonstrated experience using routine data to drive specific operational actions, with concrete examples of a decision made or a process changed as a result.
Experience managing the data and process side of a commodity or health supply chain, including stock and consumption monitoring and acting on projected stockouts; familiarity with inventory systems such as ARBIMed an advantage
Experience maintaining and supporting DHIS2 or comparable health information platforms, including reliable data exchange in and out of national systems
Advanced programming skills in R, Python, or similar languages
Strong database management skills (SQL, PostgreSQL)
Experience with statistical software (R, STATA)
Proven experience in data analysis and visualization (Power BI, Tableau)
Knowledge of GIS and spatial analysis
Experience in capacity building and training
Track record of contributing to technical publications
Excellent written and verbal communication skills in English and Spanish
