Main Purpose of Job

The Administrator IV serves as the State Plan and Policy Senior with the\r\nkey role in providing planning and technical expertise for the development,\r\ninterpretation, and implementation of the Department's plans and policies\r\nrelated to EPA's ozone, PM 2.5, SO2, NO2, and regional haze standards.\r\n\r\n

POSITION DUTIES

Duties consist of the following, but not limited to: \r\n\r\nNAAQS & SIP Leadership \r\nFocuses primarily on implementing the federal National\r\nAmbient Air Quality Standards (NAAQS). Leads and coordinates the development,\r\nplanning, and execution of State Implementation Plans (SIPs) for criteria air\r\npollutants to ensure compliance with federal and regional requirements.\r\nPolicy & Regulatory Support\r\nCoordinates policy-relevant projects, including drafting\r\ncomment letters and position statements, and assisting with legal arguments\r\nthat support the Department's objectives and help the state achieve NAAQS\r\nattainment. Evaluates policies, supports regulatory implementation, and\r\ncontributes to long-term air quality strategies.\r\nConformity & Multi-Jurisdictional\r\nLeadership\r\nLeads research and\r\nplanning for conformity projects, holding full responsibility for regional\r\ninitiatives involving the Metropolitan Washington Air Quality Committee\r\n(MWAQC), the Interstate Air Quality Committee (IAQC), and the Baltimore\r\nMetropolitan Council's (BMC) Freight Movement Task Force. MWAQC and IAQC work\r\nrequires close collaboration with agencies in Virginia and the District of\r\nColumbia.\r\nCollaboration & Mentorship\r\nAdvises and collaborates with internal ARA programs and\r\nexternal stakeholders on SIP and conformity requirements, while guiding\r\nlower-level Natural Resources Planners on complex projects.\r\nStrategic Development\r\nDevelops and recommends innovative pathways for state\r\nattainment reclassification, methods to streamline the SIP process, and policy\r\npositions on state or federal actions that impact Maryland's attainment status\r\nor present legal concerns.\r\n

MINIMUM QUALIFICATIONS

\r\nApplicants\r\nmust satisfy the minimum qualifications to be considered for this position and\r\nmove forward in the hiring process. �Please read all requirements before\r\napplying.\r\nEducation:���Graduation from an accredited\r\nhigh school or possession of a high school equivalency certificate.\r\nExperience: Six years of administrative staff or\r\nprofessional work.�\r\nNotes:\r\n1. Candidates may substitute 30 credit hours from an\r\naccredited college or university for each year up to four years of the required\r\nexperience.\r\n2. Candidates may substitute the possession of a Bachelor's\r\ndegree from an accredited college or university and two years of\r\nexperience in administrative staff or professional work for the required\r\nexperience.�\r\n3. Candidates may substitute the possession of a Master's\r\ndegree from an accredited college or university for five years of the\r\nrequired experience.\r\n4. Candidates may substitute U.S. Armed Forces\r\nmilitary service experience as a commissioned officer involving staff work\r\nrelated to the administration of rules, regulations, policy, procedures and\r\nprocesses, or overseeing or coordinating unit operations or functioning as a\r\nstaff assistant to a higher ranking commissioned officer on a year-for-year\r\nbasis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

Please note that your answers to the supplemental questionnaire must correspond to the information provided on your application to receive credit.\r\n\r\n\r\n\r\n State Implementation Plan (SIP) development: Experience\r\n with�the�National Ambient Air Quality Standards (NAAQS) for criteria\r\n pollutants (O3, PM, NO2, CO, etc.), nonattainment designations,\r\n classifications, attainment plan requirements, redesignation requests and\r\n maintenance�plans, etc., under Clean Air Act section 110 and Part D.\r\n Experience with SIP hearings and submission processes.\r\n Transportation Conformity:\r\n Experience with projects governed by the Transportation Conformity Rule (40 CFR\r\n Part 93, Subpart A).� Includes developing and/or assessing mobile source\r\n emissions inventories�and modeling for emissions budgets, working directly\r\n with Metropolitan Planning Organizations (MPOs), State Departments of\r\n Transportation (DOTs), and environmental agencies to ensure mobile budgets and\r\n long-range plans or transportation improvement plans meet emissions budgets,\r\n hot spot analysis, and leading or participating in interagency consultation\r\n General Conformity.�Experience\r\n with projects governed by the General Conformity Rule (40 CFR Part 93, Subpart\r\n B). This includes reviewing estimated emissions, comparing them to de minimis\r\n levels and developing General Conformity letters.�\r\n Clean Air Act policy projects.\r\n Experience evaluating proposed state or federal proposals and submitting formal\r\n comments to (1) protect agency interests and (2) build an administrative record\r\n for potential legal challenges. This includes evaluating proposals, developing\r\n legal and/or technological comments, and, where appropriate, requesting changes\r\n that align with the agency's policy goals.�\r\n\r\n\r\n
