Main Purpose of Job
This position\r\noversees and directs all administrative, operational, and programmatic\r\nfunctions of the Fiscal Services\r\nAdministration, Cost Accounting and Reimbursements\r\nDivision, and the General Accounting Division, providing financial stewardship\r\nfor all financial operations within the Maryland Department of Health's five\r\nadministrations (Operations, Public Health\r\nServices, Behavioral Health\r\nAdministration, Developmental\r\nDisabilities Administration, and the Healthcare Financing/Medicaid\r\nAdministration).\r\nFinancial operations include but\r\nare not limited to: accounting, finance/budgetary projections, auditing, procurement, expenditure control\r\nand monitoring, resource\r\nand personnel allocation, and program cost analysis.\r\n\r\n\r\nThe position\r\noversees the operations of the department's Office of Finance,\r\nthe central office for\r\ncoordinating and setting processes and policies for all financial functions.�\r\n\r\n\r\nThe Fiscal Services\r\nAdministration has the responsibility to provide fiscal support services and oversight to assure accountability, promptness, responsiveness, and fairness in the application of MDH or\r\nState regulations and policies.\r\n\r\n\r\nThe Division of Cost Accounting\r\nand Reimbursement is responsible for billing and collecting the cost of\r\ninpatient and outpatient services provided at facilities operated by the\r\nMaryland Department of Health, including fee coordination activities for community\r\nservices, preparation of the Department's indirect cost report,\r\npreparation of hospital\r\ncost reports, and audit settlement for human services providers.\r\n\r\n\r\n\r\nThe General\r\nAccounting Division oversees all units within Accounting, Grants and Local\r\nHealth Accounting and FMIS Coordination Divisions responsibilities of the units under this directorate include ensuring implementation and support of FMIS functions, preparation of\r\naccurate and timely financial information.\r\n
MINIMUM QUALIFICATIONS
Qualified candidates should possess a master's degree from an accredited college or university in business administration, finance or related field and ten years of fiscal administration, budgetary, or fiscal professional experience, three years of which at a supervisory or management level. �\r\nA bachelor's degree�from an accredited college or university in business administration, finance or related field and 4 additional years of experience may substitute for the master's degree.\r\n\r\n
DESIRED OR PREFERRED QUALIFICATIONS
Preferred candidates should possess the following:\r\n\r\n\r\n\r\n\r\n Prior experience serving as a CFO or Deputy CFO at a state government agency.� Prior experience in comparable areas in the private or non-profit sector will be considered.\r\n Experience overseeing revenue generating activities, including billing and accounts payable and receivable.\r\n\r\n\r\n
