Introduction

The Maryland Insurance Administration (MIA) is an independent\r\nState agency that regulates Maryland’s $49 billion insurance industry and\r\nprotects consumers by monitoring and enforcing insurers’ and insurance\r\nprofessionals’ compliance with State law.� Staff members are subject\r\nmatter experts who serve as a resource for lawmakers, consumers, and other\r\npublic and private entities.�\r\n\r\nThe MIA is charged with a broad range of responsibilities including the\r\nlicensure of insurance carriers and insurance producers (brokers/agents)\r\noperating in Maryland, the conduct of financial examinations of companies to\r\nmonitor financial solvency, and the review and approval of rates and contract\r\nforms.� The MIA investigates reports of consumer fraud and consumer\r\ncomplaints about life, health, automobile, homeowners, and/or property\r\ninsurance.� Insurance carriers are subject to market conduct examinations\r\nand other actions to monitor compliance with Maryland law.� The MIA also\r\nhas a unit dedicated to consumer education and outreach, which participates in\r\nhundreds of events and reaches thousands of individual consumers annually.\r\n�\r\n*This is a Management Service position that serves at the pleasure\r\nof the Appointing Authority.*\r\n

POSITION DUTIES

The Maryland Insurance\r\nAdministration (MIA) is recruiting for a Director of Government Relations in\r\nthe Office of the Commissioner.� This position is assigned to the External\r\nAffairs and Policy Initiatives Division.� \r\nThe Director of\r\nGovernment Relations will research, analyze and advise the Commissioner and other MIA staff on\r\npolicy positions, legislation and regulation. This position will be responsible\r\nfor coordinating legislative activities with the Governor’s Office, the General Assembly, and the Director of\r\nPolicy Initiatives; drafting and submitting legislation,\r\namendments, and reports; and presenting MIA’s policy positions to the General\r\nAssembly and the public.� This position\r\nwill testify before the General Assembly, communicate with the Governor’s\r\nOffice and work with members of the General Assembly on insurance issues.� This position participates in the\r\nDepartment’s legislative activities during Maryland’s legislative session, to\r\ninclude staffing the Department’s Annapolis Office, advocating for successful\r\npassage of the Department’s legislative priorities and budget allowance, and\r\ncoordinating with other State agencies, the Governor’s Office, and lobbyists.\r\nThe position oversees the\r\nactivities of the Government Relations and Regulatory Affairs Specialist. Statewide\r\ntravel, attendance at Statewide conferences, and some evening meetings are required.\r\n\r\n

MINIMUM QUALIFICATIONS

Education: Possession of a\r\nbachelor’s degree from an accredited college or university.\r\n�\r\nExperience: At least three (3)\r\nyears of recent professional experience in policy analysis,\r\nlegislation, and/or insurance. \r\n

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given\r\nto applicants who possess the following preferred\r\nqualification(s). Include clear and specific information on your\r\napplication regarding your qualifications.\r\n�\r\nAdvanced degree in a related field. \r\n�\r\nWorking knowledge and experience with\r\nMaryland’s legislative process and policy makers.\r\n�\r\nDemonstrated experience in policy fields\r\nrelated to insurance. \r\n�\r\nAt least one (1) year experience\r\nsupervising employees is preferred.\r\n�\r\nStrong research and analytical abilities.�\r\n

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n
