Main Purpose of Job

\r\nThe primary purpose of the Director of Internal Affairs is to provide strategic leadership and oversight of the Maryland Capitol Police's internal investigative function, ensuring the fair, thorough, and impartial handling of complex and highly confidential investigations involving employee misconduct, policy violations, and other sensitive matters. This role is responsible for safeguarding MCP's integrity by promoting accountability, upholding professional standards, and ensuring compliance with applicable laws, regulations, and agency policies.\r\n\r\n\r\nThe Director of Internal Affairs establishes investigative protocols, ensures consistency and quality in investigative practices, and provides expert guidance on high-risk or high-profile cases. Additionally, the role serves as a key advisor to the Chief and Deputy Chief of Police on matters that may pose legal, operational, or reputational risk, while maintaining strict confidentiality and fostering trust among employees and stakeholders.\r\n

POSITION DUTIES

Duties include, but are not\r\nlimited to:\r\n\r\n\r\n\r\n Establish and enforce investigative\r\n standards, protocols, and procedures to ensure all investigations are conducted\r\n in a fair, impartial, and consistent manner, in compliance with applicable\r\n laws, regulations, and agency policies\r\n Oversee internal investigations�\r\n Provide strategic leadership and guidance�\r\n Review and approve investigative findings�\r\n Develop training and continuous improvement initiatives�\r\n Special projects\r\n\r\n\r\n\r\n\r\n\r\n

DESIRED OR PREFERRED QUALIFICATIONS

\r\n\r\nPreference will be given to applicants�who possess the following preferred qualification(s).�Include clear and specific information on your application regarding�your qualifications.\r\n\r\n\r\n\r\n\r\n\r\n High School diploma or G.E.D.\r\n Certificate acceptable to the Maryland State Board of Education, as\r\n described in the Police Training Commission Regulation.��\r\n Five (5) years of leadership\r\n experience in Internal Affairs, with direct management of Detectives and\r\n Administrative staff.\r\n Experience with the Public\r\n Accountability Board and the Administrative Charging Committee.\r\n Proven ability to investigate,\r\n review, and approve cases while meeting deadlines.\r\n Skilled in using IA Pro and Blue\r\n Team (CI Technologies) software.�\r\n Expertise in conducting complex\r\n interviews and interrogations.\r\n Strong knowledge of the HB670\r\n Police Accountability Act.\r\n Experience with\r\n Maryland Public Information Act.\r\n Experience with\r\n criminal, serious misconduct, and indictment-type investigations.\r\n Minimum of 10 years\r\n of law enforcement experience as a certified police officer in\r\n Maryland.�\r\n\r\n\r\n\r\n\r\n\r\n\r\n

Employees in this classification may be assigned duties which require the operation of a motor vehicle.� Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.\r\n

The list will be used by the hiring authority to select\r\nemployees for interviews.Eligible lists may be used to fill future\r\nvacancies of the same classification.\r\n\r\n\r\n\r\nPlease note, selected candidates may be required to complete and\r\nsuccessfully pass a State and Federal fingerprint background check prior\r\nto being hired.
