Main Purpose of Job

The Environmental Compliance\r\nSpecialist I is an entry-level position in the Scrap Tire Unit within the Waste\r\nDiversion Division of the Resource Management Program, Land and Materials\r\nAdministration (LMA), Maryland Department of the Environment (MDE). The main\r\npurpose of this position is to provide technical assistance and determine the\r\nregulatory compliance status of scrap tire and other regulated facilities for\r\nthe Resource Management Program throughout the State of Maryland. This position\r\nserves as a primary agency representative responsible for conducting\r\ninspections to identify and investigate scrap tire facilities and illegal scrap\r\ntire stockpiles statewide. The incumbent also conducts inspections of\r\nfacilities for compliance with Maryland’s electronics registration, food\r\nresiduals diversion, and paint stewardship laws. Working under close\r\nsupervision, the incumbent assists with enforcing Maryland laws and regulations\r\nrelated to scrap tire management, solid waste, and water pollution control.\r\nThis position is responsible for conducting inspections, investigations, and\r\nsupporting enforcement activities throughout the State while providing\r\ntechnical, evaluative, consultative, and professional assistance to regulated\r\nentities, the public, private organizations, and State and local government\r\nagencies.\r\nThe incumbent investigates\r\ncomplaints related to illegal scrap tire dumping, scrap tire management issues\r\nat regulated facilities, electronic sales, food residuals diversion, and paint\r\nstewardship programs. The position requires documenting and describing a\r\nvariety of waste materials under diverse field and weather conditions and\r\nperforming duties in accordance with Division policies, standard operating\r\nprocedures (SOPs), applicable laws, regulations, and permits. The incumbent\r\nmust possess and maintain a valid Maryland driver’s license and use established\r\nprogram guidance and supervisory consultation to determine compliance.\r\nInspection frequency, enforcement recommendations, and performance expectations\r\nare guided by SOPs, program requirements, and the number and type of facilities\r\nassigned within the incumbent’s geographic area.\r\n\r\n\r\nThe working conditions of this position may involve:\r\n�\r\nExposure to uncomfortable or unpleasant surroundings.\r\n�\r\nField inspections are conducted at illegal scrap tire dumps and licensed\r\nand unlicensed scrap tire facilities throughout the State or assigned area and\r\nin all weather conditions.\r\n�\r\nWork involves exposure to hazardous conditions which may result in\r\ninjury.\r\n�\r\nScrap tire sites can be busy places with heavy equipment and heavy truck\r\ntraffic, which presents a physical danger to the inspector.\r\n�\r\nSpecial physical demands such as lifting 50 pounds or more.\r\n�\r\nThe work may require moving heavy objects, including truck tires, using\r\nhand tools to investigate potential buried scrap tires, and walking long\r\ndistances at illegal scrap tire stockpile sites under varying weather\r\nconditions.\r\n�\r\nWork requires use of protective equipment such as goggles, gloves, mask,\r\netc.\r\n�\r\nThe incumbent in this position will be required to\r\ndrive a State vehicle.��If you maintain an out-of-state driving\r\nlicense, you must provide a certified copy of your driving record for the\r\nappropriate Motor Vehicle Administration at the time of appointment.\r\nIndividuals must maintain a driver's license with no more than 5 points on\r\ntheir driving record in order to drive a State vehicle.\r\n

MINIMUM QUALIFICATIONS

Experience: Four years of experience performing inspection or investigation work related to State, federal or local regulation, code or standard compliance.\r\nNotes:\r\n1. Candidates may substitute sixty credit hours from an accredited college or university which includes thirty credit hours in any combination of disciplines such as earth science, environmental science, geology, civil or environmental�engineering, biology, chemistry, agronomy, forestry or other�related discipline and two years of experience performing�inspection or investigation work related to State, federal or local regulation, code or standard compliance for the required�experience.\r\n2. Candidates may substitute the possession of a Bachelor's degree from an accredited college or university in earth science, environmental science, geology, civil or environmental engineering, biology, chemistry, agronomy, forestry or other related discipline for the required experience.\r\n3.�Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Environmental Engineering and Natural Resources classifications or Environmental Engineering and Natural Resources specialty codes in the Engineering and Natural Resources field of work on a year-for-year basis for the required experience.\r\n

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the selected candidate has the following:�\r\n\r\n\r\n Exceptional verbal and written communication skills to write detailed compliance reports and convey findings to stakeholders.�\r\n Familiarity with Geographic Information Systems (GIS), database queries, spreadsheets, and environmental tracking software.�\r\n Hands-on experience in environmental monitoring, field sampling, regulatory compliance auditing, or knowledge of environmental regulations.\r\n\r\n\r\n

1. Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland. \r\n2. Employees in this classification may be required to obtain and maintain certification or license in the designated environmental compliance area. \r\n
